Jennifer Musisi: KCCA has strong human resource

Kampala, Uganda | THE INDEPENDENT | The outgoing Kampala Capital City Authority Executive Director, Jennifer Musisi has spoken out about her resignation. Musisi tendered her resignation letter to President, Yoweri Museveni on Monday evening this week.

According to the letter, the resignation takes effect on December 15th, 2018. In her letter, Musisi cited among others unceasing bickering between the political and technical wing of KCCA as one of the key reasons for her resignation.

“One of the challenges has been to reconcile the competing interests between political perspectives/ decisions and the strategic plans of the KCCA technical team. Consequently, it has increasingly become difficult to achieve set targets,” Musisi said.

Despite this, there have been wide speculations on the real reasons behind Musisi’s resignation. Musisi told journalists at City hall this afternoon that her resignation shouldn’t surprise anyone.

Musisi said she took the job knowing that she would leave it one day. “I took the job knowing I would leave. I left URA after grooming Doris to take my job and in the same way Kagina left after grooming her for her job. So, my leaving is not a big thing. Someone will take my place,” she said.

Musisi noted that KCCA will survive even in her absence because she has set up a strong human resource, structures and partnerships.

She urged government to give the Authority enough political support to ensure that it carries out its mandate. “If KCCA gets the support it needs to carry out its work, I believe that the team am leaving behind will be able to accomplish more than what we have now,” she said.

Last year, Musisi openly told members of parliament on the Commissions, Statutory Authorities and State Enterprises-COSASE that she would have declined the job if she had known what it entails.

Musisi has had a love hate relationship with the political wing led by the Lord Mayor, Erias Lukwago since she took over as Kampala ED in 2011. Lukwago has been accusing Musisi of usurping his powers as the political head of the Authority.
