Leaders question annexation of Bubare sub county to Kabale municipality

Kabale, Uganda | THE INDEPENDENT | Kabale municipal leaders have questioned the annexation of Bubare sub county and three parishes of Nyamweru sub county to Kabale Municipality.

Last week, Rubanda district council approved Bubare sub county and the parishes of Nangara, Bigungiro and Bwayu in Nyamweru sub county to be annexed to Kabale in preparation for its elevation to city status come 2023.

This created a rift after councilors in the affected sub-counties accused the district speaker of denying them an opportunity to speak.

Kabale Municipality leaders now argue that they were not consulted by Rubanda district council before approving the motion.

Alex Nzabarinda, Northern division councillor questions how Rubanda district council could pass a resolution quietly without involving Kabale municipal leaders.

Emmanuel Sentaro Byamugisha, Kabale Municipality mayor says that Rubanda district council rushed to pass a resolution of annexing the areas. According to Sentaro, Rubanda district council leaders have to wait until Kabale Municipality makes a formal request to the district.

Byamugisha also says that the annexation exercise cannot be done without the involvement of all the leaders from both districts.

Rev. Fr. Balthazar Ndyomugabe, Kabale Municipal Development Forum Chairperson says that Rubanda district council made a wrong decision to pass the resolution without considering views of the residents in the areas.

Rubanda East Member of Parliament, Henry Ariganyira Musasizi says that some of the councillors hurriedly passed the resolution for personal interests.

Musasizi faults Rubanda district council for usurping powers of Parliament of deciding on the demarcations.

But Gerald Akambasa, the Rubanda district speaker says that the motion was a proposal adding that the concerns raised by the leaders will be addressed.
