Kaweesi murder investigations

They reportedly told him they were investigating him over the murder of Kaweesi. As part of their preliminary evidence, they said they had a recording in which Kayihura could be heard talking to the killer of Kaweesi.

While the investigators did not tell Kayihura who he was talking to in that recording, The Independent has learnt from insider sources that the former police chief was allegedly talking to Herbert Muhangi, the former Commandant of the defunct Flying Squad in the recording.

But The Independent has learnt that while part of the team investigating Kayihura appears to believe that the recording is authentic, others have out rightly dismissed it and are counseling extreme caution because of questions about its credibility.

And that is not the only contentious element of the evidence being compiled against Kayihura. The other involves witnesses.

Sources close to the investigations have told The Independent that the investigating team has two key principle witnesses.

One of them (name withheld for security reasons) says he is a mechanic in Ndeeba and happened to be repairing a car in the neigbourhood from which Kaweesi was murdered.

The other witness (name withheld for security reasons), claims he was at a meeting where the murder of Kaweesi was planned. The suspect claims that the meeting was attended by; former Kampala Metropolitan Police Commander, Frank Mwesigwa, Col. Ndahura Atwooki, the former head crime intelligence, Muhangi and Christine Mbabazi, who is said to have been Kaweesi’s girlfriend.

This same suspect also claims Mwesigwa was the strategist of the murder and Muhangi executed it. If these claims were accurate, it would explain why Muhangi was calling Kayihura. Going by this theory, it would explain that it is Kayihura who called the hit against Kaweesi.

However, the revelations by the witnesses at the centre of the investigations appear to have suffered major blows.

In the first case, when he was taken to the meeting venue at Kati Kati Restaurant along Lugogo Bypass in Kampala and asked where the meeting took place, he pointed to the counter. To some of the investigators on the team, it appeared odd that the master minds of a murder would pick the counter to plan such a mission.

Apart from this, it appears the suspect had never met Mbabazi; the alleged Kaweesi girlfriend who was also said to have attended the alleged meeting at Kati Kati. When officials organised a screening parade for the suspect to identify her, Mbabazi said she had never met him.

Finally, the investigators brought in call data to see if they could put these officials at the meeting area and the scene of crime. Call data could not place any of the suspects at or near the scene of the alleged planning of the crime and execution of the murder.

The data, according to sources, showed that Muhangi was somewhere in Kasokoso; about 10 kms away, where his home is also located.

Others were also far away from Kulambiro, where Kaweesi was murdered. It is only Mwesigwa who was nearby—he was in Ntinda around the time Kaweesi was murdered. When he was informed about the murder, he drove there and had arrived within ten minutes, insiders say.

Noteworthy too is that while the security agencies have arrested all the others mentioned in these allegations, Mwesigwa has not been arrested.

Apart from this, call data has also placed the mechanic who claims to have been in Kulambiro at the time of the murder, far away from where he claims to have been. Insiders also say that when the mechanic was taken to the crime of scene, he could not identify it.
