Traffic guidelines: No fuel tanks in city centre

Inspector General of Police, Kale Kayihura, Director Traffic and Road Safety Steven Kasiima and Counter Terrorism, John Nduguse released traffic flow guidelines set for the swearing in ceremony of the President Elect at Kololo ceremonial grounds May 12.

Guests both foreign and national are expected to attend the function although the event will attract heavy traffic along Entebbe Kampala highway, the city centre and Kololo ceremonial grounds.

Hence there will be traffic disruptions from along Entebbe Kampala highway from 10th to 13th May 2016. Suggested alternative roads for motorists using Entebbe- Kampala highway include Busega roundabout-Entebbe express highway up to Kitara Kisubi-Ssisa-Nateete, Zana-Nyanama-Ndeeba, Lutembe Junction-Kajjansi Airfield Road- Kigo road- Ndejje road to Namasuba.

Ndunguse advised motorists heading to the airport for their flights should plan their journeys early to avoid inconveniences.

“Fuel tanks and trucks carrying building materials will not be allowed along Entebbe highway due to suspected plans from terrorists that would use the tanks to implement their attacks,” said Kayihura. However fuel tankers supplying fuel in the city and to Entebbe town and the Airport shall park at Multiple Tank Yard at Nakawa and then be escorted by the Police force.

All tankers from the eastern border to the west or the North will be escorted from the border or to their destinations and be diverted at Seeta through Namugongo to the Northern by-pass. Also purchasing and carrying of fuel in jerrycans or polythene bags from petrol stations shall not be allowed.

Ndunguse explained, “on successful registered accounts on terrorism, two suspected terrorists; Mohamad Hajji and Fatuma Muhammad both medical students at Kampala International University were arrested and handed over to Kenyan authorities since they were Somalis of Kenyan origin.” They were sought for planning to implement bio terrorism in terms of Anthrax.

Also parking alongside the road, illegal taxi, lorry, special hire and boda boda stages and roadside markets will relocate during this period.

Hence parking vehicles and motor cycles along pavements is prohibited; thus abandoned cars will be towed away at the owners’ costs and inconveniences.

 

Kololo grounds

Different coloured stickers displayed on front wind screen of their vehicles, have been designed to suit different kind of people respective of their status in their country.

Ministers, ambassadors, judges, religious leaders, service chiefs with yellow stickers, will access venue via John Babiha to Elgon Terrace and park at Kololo Heroes Corner. However only members of Parliament that use a grouped means of transport like buses or coasters will access John Babiha route. Hence those with personal cars will be dropped off at the lower Kololo Terrace and park at Hotel Africana.

Up to 8000 guests displaying blue stickers will access the venue via Archer road and will disembark at Upper Kololo Terrace or Impala Junction but the drivers will park at City High School.

Delegates, security officers with white stickers will access the venue via Elgon Terrace and park at Kololo Ceremonial grounds as guided by traffic Police. Shared means of transport would be appropriate due to limited parking slots at the venue.

All other guests will park at Kampala Capital City Authority grounds. Kasiima cautioned the invited guests to adhere to the time indicated on their invitations to avoid inconveniences and follow their designated parking areas as they walk to the venue.
