Religious leaders in Teso caution police on brutality, political bias

Soroti, Uganda | THE INDEPENDENT | Religious leaders in the Teso sub-region have asked the Police to desist from bias and brutality if they are to improve the image of the force.

The Police top leadership is currently seeking views from stakeholders across the country on how to improve operations, welfare, training, and recruitment among others to develop the Uganda Police Force- Doctrine (UPF-D), a working document that will be used by the police in the execution of its duties.

Speaking at a meeting with the Police top leadership at the East Kyoga Regional Police headquarters in Soroti City on Wednesday, Rev. Fr. Gonzaga Waziwazi Ongereny, the Soroti Catholic Diocesan Chancellor told the Police that acts of brutality and political bias have put the police on the spot for failing to deliver effective service to the community.

Fr. Ongereny said that there is a need for strategic policing to change the mindset of the community about the police as an institution charged with the responsibility of keeping law and order.

Rev. Can. Naphtali Opwata, the Provost at St. Peter’s Cathedral in Soroti Diocese told the Police leadership to build trust in the communities they serve. He noted that the integrity of the police was at stake with allegations of dishonesty.

The Assistant Inspector General of Police (AIGP) Godfrey Golooba, the Police Human Resource Director said that East Kyoga is the fifth region to be consulted on the development of the police doctrines.

Goloba said that after collecting views from across the country, they will present them to the President and later be adopted as a working document for the Uganda Police.

The idea to develop the police doctrines was conceived in 2015 but its implementation was overtaken by events until 2019 when the Police Council resolved to have it actualized.

The police aim at streamlining and consolidating all its existing documents into a singular, contemporary doctrine that aligns with modern policing practices.
