New Lwengo district leadership pledges to restore human dignity

Lwengo, Uganda | THE INDEPENDENT | Ibrahim Kittata, the new chairperson of Lwengo district has pledged to end the application of brutality as an approach to the enforcement of policies in the area.

Lwengo district which was carved out of Masaka in 2010 has been in the limelight for the peculiar approaches used by the previous leaders in enforcing policies. The outgoing district chairman George Mutabazi is specifically known for flogging residents to meet their social responsibilities and assignments.

Mutabazi has for the last two terms of office taken pride in his aggressive approach of enforcing policies, arguing that it has helped him raise public participation in service delivery and transforming people’s welfare.

However, Kittata, the NRM flag bearer who took his oath of service and allegiance early this week has slammed the approach of his predecessor, describing it as archaic and ruthless. According to him, the aggressive approaches of the outgoing leadership did not open a platform for constructive engagements between leaders and the led, but it created a sharp divide between leaders and the electorates and killed the spirit of volunteerism- a key aspect of local government leadership.

He explains that besides being a form of human rights violation, the approach had shrunk the respect deserving of office of the district chairperson, saying the new leadership has come in to restore human dignity and decorum of leaders.

Kitatta is also contemplating an alliance with leaders of various political shades of opinion, who were elected as representatives to the district council. Despite NRM having the majority of 18 out 26 councillors, he pledged to work towards having an inclusive leadership that serves all interests of people in the area.

Jimmy Ssegujja, the directly elected district councillor for Kisseka sub-county says that the opposition leaders are open to constructive leadership, serving the interests of the electorate whose main aspiration is improved service delivery.

Aggrey Winston Mulamira, the Lwengo district Chief Administrative Officer challenged the new leadership to integrate their plans and decisions in council with the National Development programs that aim at realizing the tangible social-economic transformation of the local people.

George Mutabazi, the outgoing Lwengo LC V chairperson did not attend the swearing-in of the new district leaders.
