Kampala, Uganda | THE INDEPENDENT | Lawyers representing two dismissed College of Health Sciences Registrars at Makerere University have challenged the minutes that presented, claiming they were doctored.
Yusuf Kagere and Alziik Namutebi while appearing before the George Omunyokol Staff Appeals Tribunal on Thursday said they were not ready to proceed because the copy of the minutes received from the university had inaccuracies.
The minutes under contention are for the proceedings of the 575th University Appointments Board held on October 5, 2018, that were eventually considered to dismiss Fatuma Nakatudde, the Registrar of College of Health Sciences and Paul Apunyo, the Registrar of School of Health Sciences.
The two registrars were dismissed from University service effective October 8th 2018 for allegedly facilitating marks fraud.
“We received a copy of the Appointments Board minutes on 6th February 2019. We have perused through and there are many issues. So many things missing,” Kagere submitted to the Tribunal.
When asked how he knows the minutes were altered, Kagere told the Tribunal that during the same meeting, he appeared representing the same clients and was able to also record.
“When we entered the Appointments Board session, we were told that the proceedings were to be recorded by the university. We also recorded on our part. We have an audio recording and we listened through, what is presented in these minutes here a lot is missing,” Kagere noted.
The lawyers also told the Tribunal that they requested for certain documents from the University that would be relied on in their defence but the university refused to avail them.
Esther Kabinga and Joan Nakaliika, representing the Makerere University did not object to the request for an adjournment to the case.
The Tribunal asked the lawyers of both Nakatudde and Apunyo to transcribe the minutes from their own recordings with supporting affidavits and submit them to the tribunal for comparison with the university minutes five days before the next hearing on March 19, 2019.
“If you feel the submitted minutes are edited, file your own version. But don’t bring them without supporting affidavits. For us we wanted to finish this case today,” Omunyokol, the Tribunal Chairperson said.
The two registrars were summarily dismissed from the University service for unlawfully entering marks and included Rogers Lincon Mushabe’s name to the graduation list for the February 2017 graduation, acts contrary to the Makerere University Academic Examinations Regulations 2010.
