Kitgum municipality signs UGX 16.6 Bn contract for USMID road project

Kitgum, Uganda | THE INDEPENDENT | Kitgum Municipal Council has signed a contract with a Chinese firm, China Railway 18 Bureau Group Co Ltd for the construction of seven roads stretching 2.8 kilometres within the municipality.

The 12-month contract valued at 16.6 Billion Shillings was signed on Thursday last week and witnessed by officials from the Ministry of Lands, Housing, and Urban Development.

The first phase of the road construction work is funded by the World Bank through Uganda Support to Municipal Infrastructure Development (USMID).

Emmanuel Banya, Kitgum Municipal Council town clerk notes that the contract was signed following approval of the contract document between the Municipal Council and the Chinese firm by the Solicitor General.

The Chinese firm was approved as a contractor for the multi-billion road works in March this year after emerging as the best-evaluated bidder. It defeated Zhongmei Engineering Group Ltd, Chongqing International Construction Corporation- CICO, and Sea Tape For Trade & Investment Co Ltd.

Banya says the contract document is currently in the hands of the Chinese firm officials in China for review before they append their signature for the actual implementation of construction work.

He adds that the Municipal Council has also signed a contract with Trio Consultants Ltd, a Ugandan consultancy firm that will embark on an architectural design review to confirm no changes have happened on earlier road design made before the contractor starts excavation.

The architectural designs for the roads were earlier made by Comptran Engineering & Planning Associates, a consultancy firm from Ghana.

The roads expected to be constructed in the first phase are Janani Luwum, Lakidi, Philip Adonga, Kitgum road, Tom Apila all in Central Division, Oneka road, and Aya Hellen Dean in Pandwong division.

Kitgum municipality is among eight new municipalities that started benefiting from USD 350 Million World Bank funded project in 2019.

The other municipalities are Lugazi, Kasese, Kamuli, Mubende, Apac, Ntungamo and Busia bringing to 22, the number of municipalities that are now benefiting from the USMID project across the country.
