Kampala, Uganda | THE INDEPENDENT | Housing Finance Bank has appointed Dorothy Namutebi as Head of Mortgages and Consumer Banking, placing a banking professional with more than two decades of industry experience in charge of a key business function.
Namutebi assumed the new role on August 10, 2026, after spending 15 years with Housing Finance Bank, where she has held progressively senior positions spanning branch operations, workplace banking and sustainability.
Her appointment comes as the bank continues to strengthen its retail business and expand access to housing and consumer finance solutions for Ugandans.
Namutebi joined Housing Finance Bank in April 2011 as Branch Operations Manager and was promoted to Branch Manager in November 2014, a position she held for a year before moving into workplace banking.
She subsequently spent more than eight years as Manager, Workplace Banking, from November 2015 to January 2024, managing relationships between the bank, organisations and their employees.
The role exposed her to a broad range of customer needs and financial services, including personal lending, home loans, property financing, customer acquisition and relationship management.
In January 2024, Namutebi moved into the role of Manager, Sustainability, where she served until her latest appointment. The position broadened her experience in linking financial services with wider economic and social development.

“Each role has given me a different perspective of our customers, our business and the impact that we can create through the right financial solutions. I look forward to bringing these experiences together in my new role and working with the team to strengthen our mortgage and consumer banking offering, deepen customer relationships and create solutions that respond to the evolving needs of Ugandans.”
Before joining Housing Finance Bank, Namutebi worked at DFCU Bank between 2004 and 2008, where she held customer service, teller and branch operations positions.
She later joined United Bank for Africa as Branch Operations Supervisor, serving from July 2008 until April 2011, before moving to Housing Finance Bank.
Her new role therefore brings more than 22 years of banking experience to the bank’s mortgages and consumer banking business, including extensive exposure to retail banking and customer relationship management.
Namutebi holds a Bachelor of Business Administration from Makerere University, a Postgraduate Diploma in Project Management and is an ACCA Affiliate.
At Housing Finance Bank, she will oversee the Mortgage and Consumer Banking function, which is central to the bank’s retail offering.
The appointment comes at a time when access to housing finance remains an important issue for Ugandans, amid growing demand for financing for home ownership, property development and other personal financial needs.
The bank said Namutebi’s experience across different parts of its business will support its efforts to strengthen customer relationships and develop financial solutions aligned with the changing needs of its customers.
