THIS WEEK: Deputy CJ Dollo sworn in

Kampala, Uganda | THE INDEPENDENT | In a Sept.30 function held at State House in Entebbe, Justice Alfonse Owiny Dollo was sworn in as Deputy Chief Justice (CJ) replacing retiring Justice Stephen Kavuma. While delivering his speech the president urged members of the judiciary to be disciplined and not to accept bribes if the country is to develop.

The president who acknowledged that judicial officials work amidst challenges of heavy work load and low remuneration said the administration of the judiciary bill currently being mooted will ensure financial and administrative independence to the judiciary once it’s passed. In attendance was the Chief Justice Bart Katureebe and outgoing Kavuma was appreciated for his services during his time in top management of the judiciary.

However, Kavuma has been shed in the bad light by critiques that he was never independent in his judgments. He particularly became unpopular among sections of the public when he started issuing court orders seen to favor the government.
