Kampala, Uganda | THE INDEPENDENT |  MP Raphael Magyezi, who moved the motion in parliament to change Article 102 b in the constitution, Tuesday stormed out of the Parliamentary and Legal Affairs committee after he complained about delaying tactics by the members.

The chairperson of the Parliamentary and Legal Affairs committee Jacob Markson Oboth had earlier met his members in camera after arguments on procedural matters marred the start of a session to scrutinise the “Age Limit” bill.

Magyezi was asked to return later in the afternoon after the committee has agreed on a way forward. MPs led by Medard Ssegona insisted they needed to agree on way to proceed before they host Magyezi.

“This constitution we are amending was made in years. I don’t know why we cannot spare one hour to discus internally,” Ssegona said.

When Magyezi returned, procedural issues remained an issue of contention, forcing him to walk out saying the members had enough time to prepare and were applying delaying tactics. He said if the committee continued delaying his motion, he would appeal to the Speaker of Parliament to rule that the House deals with the matter directly.
