Kampala, Uganda | THE INDEPENDENT | The tensions between Uganda and Rwanda on Tuesday dominated the handover ceremony at the Ministry of East African Affairs.

The Second Deputy Prime Minister and outgoing Minister for East African Affairs Ali Kirunda Kivenjinja was handing over to incoming Minister of East African Affairs Gen Kahinda Otafire, who was moved from Justice and constitutional Affairs Ministry. Kivenjinja is now Minister without Portfolio.

Kivejinja asked Otafire to ensure that the East African Confederation is a success. He also told Otafiire that East African states are in advanced stages of drafting the East African confederation constitution.

Asked about the status of the Uganda -Rwanda relations, Kivejinja said that the bickering is a brotherly fight that will be resolved.

Gen Otafire says he will consult on the Uganda- Rwanda relations and ensure that he has an understanding of the problem. He says it was too early for him to comment since he has just assumed office.

He says although he supports Build Uganda Buy Uganda, it is time for Ugandans to think of building Africa and buying Africa. He says it is important for Uganda to specialize on what they can produce best for Africa and allow other countries to produce what they are best for.

The Rwanda border with Uganda at Gatuna has been closed since February 2019 – which has seen trade between two countries decline.

Rwanda says Uganda supports armed groups that are attempting to overthrow the Kigali administration, an allegation Uganda denies.
