URA boss leaving for Uganda Airlines

Entebbe, Uganda | THE INDEPENDENT |  The Uganda Revenue Authority (URA) Commissioner for Legal Services and Board Affairs Patience Tumusiime Rubagumya is set to move to Uganda Airlines as their new Company Secretary.

Uganda Airlines is currently recruiting top managment after recent stinging criticism by Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).

According to a list that The Independent has seen, Rubagumya’s confirmation just awaits background checks by the Uganda Airlines Company Ltd board.

The other key change, after the recent interviews, will see Phillip Sebunya replace Mike Etyang as chief pilot. Others being replaced are director flight operations, Lukman Ndusa and financial director Paul Turacayisenga whose position has been readvertised.

Also out is Director maintenance, a position that was being held by the former CEO Ephraim Bagyenda.

Earlier, the position of Chief Commercial Officer was also re-advertised. This soon after COSACE chair  Joel Ssenyonyi querried the holder, Regina Tebasiima’s eduction qualifications.

Who is Rubagumya?

Rubagumya has previously worked as the URA Assistant Commissioner Board Affairs, Policy and Rulings and got the top legal job in 2015 when Doris Akol was named URA Commissioner General. Akol has since exited, and was replaced by John Musinguzi Rujoki.

Rubagumya is a fellow of the Institute of Chartered Secretaries and Administrators (England).

She holds a Master’s of Laws in Oil and Gas from the Robert Gordon University (Scotland), an undergraduate degree in Laws and a postgraduate diploma in legal practice (Makerere University).

She also holds a postgraduate diploma in taxation and revenue administration attained at URA’s training school.
