Terego CAO to civil servants: Off census jobs

Terego, Uganda | THE INDEPENDENT | The Terego District Chief Administrative Officer (CAO), Moses Echat has directed civil servants who applied as parish supervisors and enumerators in the forthcoming Uganda National Population and Housing Census to withdraw their application.

The latest directive comes after it was discovered that a number of the district employees mainly teachers, Parish Chiefs, and health workers among others applied for temporary employment by the Uganda Bureau of Statistics (UBOS).

In a letter written by Annet Olema, the Principal assistant secretary on behalf of the Chief Administrative Officer on April 25, 2024, Echat instructed all civil servants who applied for jobs to withdraw their applications in writing not later than Monday next week.

“This is therefore to direct the employees who applied for the aforementioned positions to withdraw their applications in writing to the Chief Administrative Officer not later than Monday 29th April, 2024”, reads the letter in parts.

According to Echat, the actions of the affected civil servants contravene section 14 of the Public Service Standing Orders 2021 which regulates the roles, obligations, and conduct of public officers.

“It has come to my notice that several employees in Terego district applied as parish supervisors and enumerators in the recent recruitment for the National Population and Housing Census 2024 which contravenes the Uganda Public Service standing orders 2021(F-a) section 15”, Echat said.

Wilfred Saka, the LCV Chairperson for Terego district discloses that although his office is yet to be officially served with the letter, the directive mostly affects health workers whose services are critical for the community.

Early this week, authorities in Bugweri district vowed to delete names of civil servants who will be offered temporary employment during the forthcoming national census slated for May 10 for ten days.

Last Month, the Uganda Bureau of Statistics (UBOS) embarked on the recruitment of at least 132,943 people ahead of the national census. The jobs include 18,483 census supervisors, and 114, 460 census enumerators.
