
Luwero, Uganda | URN | Police in Luwero District have arrested three suspects in connection with the theft of 68 heads of cattle, all of which have been recovered. The theft occurred in Kigumbya Village, Kamira Sub-county, and the suspects have been identified as Fred Kayima, 42, a resident of Kigumbya Zone; Muzafaru Kasenge, 25, a boda boda rider; and Henry Ssemwanga, 24, both residents of Kabunyata Zone, Kamira Town Council.
According to Savannah Region police spokesperson Sam Twiineamazima, the arrests followed an intelligence-led operation initiated after police received credible information on Sunday, March 29, 2026, about individuals attempting to sell suspected stolen cattle.
The operation, commanded by Luwero District Police Commander SP Brighton Ahimbisibwe, led officers to pose as buyers, with Muzafaru Twaha of Kikyusa Town Council Police Station taking the lead. When the suspects presented the cattle on March 31, police arrested them on the spot after the animals became difficult to control.
Investigations revealed that the cattle were stolen from a farm belonging to a man identified only as Mubiru, with his farm manager, Kintu, implicating Kayima as involved in the theft. Police indicated that the suspects are habitual cattle thieves operating in Kamira and the surrounding areas. All 68 heads of cattle have been secured as exhibits, and the case has been registered with suspects remaining in custody as investigations continue.
Cattle theft has long been a challenge across the Savannah Region, which includes Luwero, Nakaseke, and Nakasongola districts. Previous incidents include the February 21, 2026, arrest of a businessman and two others in Nakaseke for stealing 19 cattle, a mob lynching of a suspected thief in Luwero in October 2025, and multiple recoveries during intensified crackdowns in 2025. Police data indicates that between September 2024 and March 2025, 492 cattle were reported stolen in the region, with 310 recovered.
