Police appoints 100 regional, divisional spy commanders

Kampala, Uganda | THE INDEPENDENT | Uganda Police Force has appointed 101 commanders to revamp regional and divisional spy units. The Police Human Resource Director, Brig Jesse Kamunanwire announced the appointments in consultation with the placement committee which is chaired by the Deputy Inspector General of Police, Maj. Gen. Sabiiti Muzeyi.

The other members are the Director Research AIGP, Edward Osiru Ochom and Chief Political Commissar, AIGP Asan Kasingye. The newly appointed commanders have been tasked to ensure the police spy systems are vibrant. Only one of the 101 intelligence heads is at the rank of Superintendent of Police –SP.

The remaining commanders are Assistant Superintendent of Police–ASPs. All the newly appointed officers have been undergoing a six month fresher spy course. A senior police officer told Uganda Radio Network –URN that, the new commanders have been tasked to make ensure no criminal cartels operate in their areas.

“Organised criminal elements in Kampala and other parts of the country are a result of non-functional intelligence systems. We wouldn’t be having gangs killing and robbing people back to back if our spy network was functioning. This is why our bosses have resolved to revamp spy systems,” the source said.

Police believe with vibrant spy teams in every division and region, criminal gangs that have been terrorising residents in among other areas Northern Bypass, Makindye Kyanja, Luzira, Katwe, Nakivubo Channel and Nansana will be minimised.

Brig Kamunanwire has however stayed the movement of the commanders in order not to contradict the presidential directives aimed at containing the spread of COVID19. “Movement of officers to their new posting shall only take place after unlocking the suspended activities in compliance with the President’s directives on coronavirus control,” Brig Kamunanwire said.

Those appointed are SP Stella Nafula, head Ssezibwa region, ASP Andrew Egesa, Busoga North, ASP Joseph Okwakol Bukedi North, ASP Violet Ikiriza Kampala North region, ASP John Adilu Sipi region while ASP Innocent Komakech will head West Nile region.

Eighteen spy chiefs have been moved to streamline the spy network based at Naguru police headquarters. These include ASP Innocent Habimana, ASP Yona Tenyefuza, ASP Khalifa Chemutai, ASP Bosco Mwebesa, ASP Charity Arinaitwe and ASP Zania Mutesi.

Others include ASP Juliana Sebaki, ASP Alex Ahabwe, ASP Betty Kedi, ASP Boniface, Otim ASP Yowas Ruteera, ASP Monica Mugeni, ASP Titus Asiimwe, ASP Shakira Mirembe, ASP Susan Naula, ASP Daniel Matisko and ASP Stella Epodol.
