Kasese chairperson drops deputy in mini reshuffle

Kasese, Uganda | THE INDEPENDENT | The Kasese district LCV chairperson Eliphazi Muhindi, has dropped his vice chairperson, Jetress Ithungu in a reshuffle of the district executive committee. Ithungu was also serving as the district finance and planning secretary.

Muhindi also dropped Christopher Macumu, the Karusandara sub county councilor who had been serving as the district social services secretary. He announced the changes during the council sitting chaired by the Speaker Johnson Mayora, at Kasese multi-purpose hall on Monday.

Muhindi subsequently appointed Natuhwera Ham, the Nyakatonzi sub county LCV councilor as the new Kasese district vice chairperson and the worker’s representative Monday Girivazio as the social services secretary. Sharon Musoki, the Ibanda-Kyanya town council LCV councilor is the new finance and planning secretary. Council approved the appointment of the three members.

Much as it’s a normal procedure in lower local governments, the reshuffles came as a shock to the council. Some councilors challenged some of the motions and documents that had already been signed by the former executive members.

Muhindi told URN shortly after announcing the changes that he acted in good faith to allow other people to grow their political careers and make a contribution towards the realization of the district’s agenda.

Ithungu said that she was pleased with the time she has served but felt these changes could have emerged out of political differences within the district leadership.

Natuhwera pledged to work with all members of the district council to ensure there is improved service delivery and accountability in their term of leadership. However, some councilors who never wanted to go on record questioned the reshuffles noting that the former district vice chairperson has been a reliable figure in the district leadership.

They say disagreements within the political and the technical wing in the district have over time affected its progress. This is not the first time Kasese district chairpersons are making reshuffles during their tenure. In 2019, Geoffrey Sibendire Bigogo, the then LCV chairperson dropped Eri Masereka Magwara, the then Kyabarungira sub-county councilor as his vice and replaced him with Jackson Ntabose.

Magwara had fallen out with his boss over the proposed district split debate with the latter opposing the proposal. In 2013 (Rtd) Lt. Col. Mawa Dula Muhindo also dropped his deputy Naume Mbambu and replaced her with Taddeo Matwesa.
