Gulu RDC recalls vehicle movement permits

Gulu, Uganda | THE INDEPENDENT | Maj. Santos Okot Lapolo, the Gulu Resident District Commissioner has recalled all vehicle movement permits issued to motorists in the district citing abuse.

Lapolo, who doubles as the Gulu District COVID -19 Taskforce chairperson says after reviewing modalities for issuing the permits, he will be the only person to sign the vehicle movement permits.

Some of the old permits were signed by the Deputy Resident District Commissioner and District Internal Security Officer-DISO.

President Yoweri Museveni directed Resident District Commissioners to issue vehicle permits to private individuals using their vehicles for emergencies when he announced a ban on both public and private transport as part of the measures to stem the spread of Covid 19.

Alex Okoya, the Labour line parish LC II chairperson in Pece division in Gulu Municipality blames the abuse of the permits to involvement of cadres in their issuance. He says the cadres have been issuing permits to their friends and families.

Jimmy Patrick Okema, the Aswa River Region police spokesperson says private vehicles with movement permits had flooded Gulu town over the past two weeks which defeated the purpose of the lock down.

According to Okema, those who qualify for the movement permits must be given specific period when to use them to avoid misuse.
