Police sets up team to determine retention of SPCs

Kampala, Uganda | THE INDEPENDENT | The Uganda Police Force has set up a team of senior police officers to assess the number of Special Police Constables (SPCs) who should be retained in the force after the expiry of their contract.

In December, the police recruited 50,000 police constables to help in policing during elections with a contract period of three months. They are currently being deployed in their respective districts.

According to the Police Spokesperson Fred Enanga, the team comprising the Directorate of Human Resource and Administration, the Directorate of Operations and the Department of Finance will assess the police wage bill before coming up with the exact number of SPCs to be retained.

Enanga says the team will critically look at performance reports and appraisals of each of the SPC in each district and come up with the number of SPCs to work with the Uganda Police Force. He said those retained would continue carrying out light assignments as they have not gone through formal police training that lasts nine months.

During the recruitment of the SPCs ahead of the 2021 general elections, each DPC was responsible for the recruitment and training of the SPCs. They completed a 2-weeks basic training.

Enanga says that the number of SPCs who will be retained will depend on the wage bill and availability of assignments suitable for their training.

The strategic policing plan 2015/2016-2019/2020 shows that they have the strength of 44,601 personnel instead of the recommended 74,002.

According to police, all the 50,000 SPCs have been paid off all their salaries for their services and they will be disbanded anytime in April once the assessment is complete. The report is expected early this month.

    That is a great ideo for some of who wanted to join police but failed. Atleast they should consider great number. And what criteria will they use to sort the SPCs?

  8. During my three Months Contract in UPF as Special Police Constable I have love their Work for the following Reason other than Wages/Money/Salary
    1. Learn the important of keeping law and order
    2. Learn the important of protecting Life and properties. This Come in my mind when I was taken to capture thieves which was to be killed by individual.
    3. I love Police work because of keeping low and order and many other
    4. Lastly I THANK TO All the DPC’s and Other Police officer (all Ranking Officers) For encouraging us and support though some were hash

    • I kindly request that at least they pay the remaining month coz we had planned for it please we did a good job and we thank the government for this offer but this month has delayed let them at least fix something for us thanks

I only request our goverent to employ people this time unlike the disappointment of last time in 2016 general election spcs are the youth who are un employed and are willing to work atleast if accorded that chance this time, please our leaders take that note because these are your sons and doughters

  15. The goverent may even decide to cut some number of spcs and rivert them into local defence unit that is after training them to the level, and then the remaining number can be retain in police THAT IS MY SUGESTION TO THE GOVERNMENT OF UGANDA

  20. Hi it’s Aadin issah yumbe thanks for the update I have been volunteering since 2016 and now we hope that some of us will be retained how ever I would like to know when the retaining process shall began otherwise thanks alot we are here to protect and serve

    33 SPCs we are not happy UpTo date we are not yet paid in pader. We don’t know why it happened so

  25. Thanks you very much but now me iam among those who are retained to continue working with police , but then later after the period of two months we are stopped from working and we are not told us what happened.i love upf for God and my country.

    Thanks for the chance that was given to us but my worry is why is it that we get disappointments because community doesn’t love police but after period of time they tell you to stop working later you go and start struggling with such hatred in public it’s too much my dears we were disappointed in 2016 the same in 2021 but why? I was kindly requesting you at least consider we young people who are always there for you and you abandon us 😭😭😭 it is really hurting.

  27. My gratitude goes to the Top Management and Administration of the Uganda Police Force who considered and created a post of special police constable. It has saved many from unemployment. My humble request is that let SPCs who serve for five years and more be considered for gratuity like other employee. (Gratuity Act 1972)
