Magyezi tables ‘Age Limit’ motion

Kampala, Uganda | THE INDEPENDENT |  MP Raphael Magyezi (Igara West -NRM) has moved the motion seeking leave to introduce a Private Members Bill to ammend the constitution.

After order was restored Wednesday following a chaotic start to the day’s parliamentary session, Magyezi presented  a motion seeking leave of parliament to introduce an omnibus Private Member’s Bill to amend Articles 102 (b), 108(3a) and 108(4) of the constitution.

It has been referred to by many as the “Age Limit” motion, focussing on the 75 year limit for the presidency that the motion also seeks to change. The motion however addresses other issues, including election petitions.

MP Moses Balyeku moved to second the motion and the House adopted the motion to grant leave to Magyezi to introduce the Private Members Bill.

Seconders of the “Age Limit” motion argue that article 102(b) in the Uganda constitution is discriminatory and against the notion of inclusiveness. Speaker Kadaga soon after, adjourned the house to Thursday.

The motion will propose several changes, including lifting the age limit of 75 on the presidency, a move seen as a significant step towards securing a free run for President Yoweri Museveni to seek re-election in 2021.

Speaker Rebecca Kadaga started Wednesday’s session of parliament by suspending 25 MPs for unruly behaviour on Tuesday, triggering chaos in the house.

Fighting ensued as plain-clothes security operatives stormed parliament to help throw out the suspended but defiant Members of Parliament (MPs).
