Kampala, Uganda | THE INDEPENDENT |  A motion seeking leave of parliament to introduce an omnibus Private Member’s Bill to amend the Uganda constitutution was put on the order paper Tuesday, but fist fights followed and chairs were thrown as MPs alleged NRM MP Ronald Kibuule had got into the house with a gun.

Opposition members protested to Speaker Rebecca Kadaga that the security of the legislators was at risk, and asked for a search of the house. That was the first of several disruptions to proceedings.

After the search was done, Energy Minister Irene Muloni was able to present a statement on the status of preparedness of the oil and gas sub-sector.

When it came to MP Raphael Magyezi (Igara West,NRM) presenting  a motion seeking leave of parliament to introduce an omnibus Private Member’s Bill to amend Articles 102 (b), 108(3a) and 108(4) to among other things remove an age limit on presidential candidates, chaos errupted again.

The propasal will be a significant step towards lifting the 75 year limit for presidential candidates and securing a free run for President Yoweri Museveni to seek re-election in 2021.

Speaker Kadaga was forced to adjourn the house to Wednesday, as opposition MPs did not allow Magyezi to proceed. The began singing the national anthem non stop.
