Why Ssempa should be opposed

I was on a train at New York’s Grand Central Station on March 5 when a friend from my days at Stanford University entered. I was overjoyed yet embarrassed; one part of me wanted to hug her, the other to hide. She is a successful lawyer in New York married to a celebrated female journalist.

Given the proposed homosexual bill in Uganda, I was wondering how to explain myself to her; that my country would kill her and her partner if they visited me. I did not have much time to decide; she walked over to me with a big smile as soon as she saw me. I jumped from my seat and gave her a warm hug.

As expected, after exchanging pleasantries, she asked me what the “hell” was going on in Uganda. How do I explain the craziness of Martin Ssempa and his gay porn videos at public rallies; the deeply held prejudices against gays and the ignorance that informs the debate? Since I arrived in America, I have been confronted with persistent questions about Uganda’s kill-the-gays bill at media interviews and public lectures I give.

Most Ugandans possibly don’t understand that cultural prejudices can be used against any group arbitrarily. For example, sections of white society today still believe that black people are animals like donkeys; that inter racial sex is akin to bestiality. It was an act of considerable courage that Barack Obama’s mother married a black man in 1960; equally a difficult choice for her white parents to accept it.

In Dreams from my Father, Obama says white kids used to laugh at his mother for this choice. When his grandfather complained to their parents, they would answer: “Well, you ought to tell your daughter how to behave herself. White people here don’t marry niggers.” I have learnt from the prejudice against homosexuals in Uganda not to be hostile to racists because they are also victims of culture.

It is in this context that I have been trying to frame my answers to this vexing question. People here see David Bahati and Ssempa as Adolf Hitler; a man who stoked anti Semitic, anti gay and anti black hatred. I always find myself in the difficult position of explaining how good people genuinely convinced that they are trying to protect Ugandan (or Christian) culture from adulteration by the West can promote extreme injustice.

They are like the senator, the president, the congressman etc in America who for many years rejected inter racial marriage on grounds that “it is against our culture”; the male chauvinist in Togo still refusing his daughters to go to school in the name of tradition; the parent in Pakistan who marries off his 12-year-old daughter to a 50-year-old man in the name of culture; the religious cleric in Saudi Arabia who, in the name of religion, orders the stoning to death of a girl for premarital sex; the old woman in Kenya who mutilates the genitals of a young girl in the name of custom.

It seems most evil is not always promoted by evil people. A close reading of the crimes of Hitler and the Nazis shows that actually they were following an established European tradition. People of European descent had committed genocides against native populations in America and Africa. Religion (or culture) and science were always at hand to provide justification for mass slaughter.

Sven Lindquist’s book, Exterminate all the Brutes, is a refreshing and insightful account of the role of religion, tradition and science in promoting European genocides. Many Ugandans choose to bury their heads in the sand of cultural bigotry, Stone Age customs and archaic religious dogmas to persecute gays. Unfortunately, reality and science tell a different story; being gay is as normal as being a heterosexual.

Yet what is intriguing is the similarity of the basis of argument by either side in the gay debate in Uganda. The anti gay campaigners argue that homosexuality is an alien lifestyle to our country; that it is being promoted by people from the West using money. The pro gay campaigners here in the USA argue that the anti gay movement in Uganda is promoted and financed by right wing religious groups in America.

One side denies the domestic origins of homosexuality; the other, the local basis of hostility towards it. This is one way Africa is always denied initiative; events in our continent are seen as instigated from elsewhere as if we are a passive and idle people suffering from too much inertia; initiative in Africa is a sign of forces from outside.

Gays in Uganda – like everywhere else in the world – grow up only to realise that they are sexually attracted to people of the same sex. They do not need any money or propaganda from the West to have those feelings. Equally, anti homosexual feelings are born of ignorance and prejudice that is entirely local. Anti gay Ugandans do not need right wing money or propaganda to be hostile to homosexuality. If external influences play a role at all, it is insignificant and secondary.

Most debates everywhere tend to fall into this false and misleading pitfall; rather than debate the objective content of the argument, people focus on the subjective motivations of the participants. And it is not new; when King Philip of Macedon threatened to forcibly unite all Greek city states against Persia in 550 BC, Athens was polarised.

Demosthenes, the leading orator of antiquity argued vehemently against it; his rival Aeschines, argued in favour. Demosthenes was accused of being on the payroll of Persia; Aeschines of Macedon. Debate sunk into these accusations and counter accusations until Philip pounced. It happened to Nelson Mandela when he sought negotiations with apartheid; he was accused of having been bought off by whites.

Many enlightened Ugandans are afraid to openly challenge Ssempa’s bigotry and Nazi-like campaign against homosexuals for fear of being misunderstood as either being gay or having been bribed by rich gays in the West. Yet those who are unwilling to risk anything in the name of principle never get anything serious done for the cause of the advancement of mankind.

Where your arguments go off board is to judge tht africans lack initiative; assuming this to be true;why is the vice not publically accepted in west/USA you "worship"? As you state tht those agianst the vice are burrying heads in the sand,could this not be true also for those who spt it? How come tht as you met your "friend" you had a second thought? This reply to my freind Andrew has impressed me so much. Unveiling the hypocracy the west/USA puts on us & being hyped or augumented by our celebrated african elites wth out question is so frustrating at times embarassing. Is USA the gold std to gauge the world civility? If its true,where are the bold elites to expose the "second-face" they do locally & internatioanally regards human rights,economics,politics,culture etc. Its funny tht even mewnda can accept to be patronised tht way? I would never stone a gay or lesbian. Neither would i treat them less favourably at work or even in a social setting. My view is that there are enough laws regulating sexual crimes (rape, defilement etc) and they apply to all people and we do not need separate laws for homos. However whereas i oppose the harrassment of homos, i still think homosexuality is not normal at all!. I think we should study the causes of this abnormal condition with a view to resolving it. If it is genetic then, we should consider it a genetic abnomality but we should not criminalise. For example, how come we accept other abnomalities such as albinism, acondrodystrophic dwarfism, etc. We have never executed those, how come we are on to gays?

One of the most disturbing scenarios about the gay debate in Uganda is that even the most eminent individuals on either side have grossly derailed from the real issues and instead opted to reach for each others' necks.

For instance, why should Mr. Mwenda compare people to Hitler and why should the Pr. Sempas compare gays to outcasts? Both parties need to understand that objective debate can only survive in an environment of mutual respect and understanding. But as long as emotions are the guiding principle to this debate, in the end it will be its own reward.

In Ugandas context , Ssempa is right to refer to homosexuals as outcasts , because that is what they are , exactly . As Maazi Umeh has remarked , to compare Ugandans who reject homosexuality to Hitler is pure and stinky propaganda - the kind of propaganda you get from a rootless fellow like Mwenda who confessed that he does not speak local Uganda languages . Poor Mwenda is not even bothered to write that he told his " friend" that if She visted him in Uganda , HE would be KILLED !
Where is this boy`s credibility ?

If , indeed , the "friend" on the train is a lawyer , isn`t she brainy enough to figure that this cannot be correct information ?

Thanks for this and many other educative articles on the subject of homophobia in Uganda. I read my fellow Ugandans' responses and I'm disappointed by the narrow mindedness. However, take it or leave it, we always lag behind the rest of the world by over fifty years at any time, t---and no doubt, that's what these responses say most. Keep the information coming in, you do us a big service and there's lots of us down here who share your view!

But hey, if homosexuality is outlawed by the bible and should be punishable by death, why shouldn't we have fornication punished with death, too. How many of us would be alive if a bill calling for killing of fornicators was passed into law? STOP THE EGOCENTRIC BEHAVIOR!!

Its hypocritical and doublestandards for the USA to interfere with the Integrity independence of Uganda's national legislative process meant to restore sanity of the african culture being corroded by western ideals.Since when has any polygamy right's activist lobbied the Capitol hill to process a pro- polygamy bill for the USA polygamists? Our brains or neural networks are programmed, trained if you will, to hate. Otherwise when we are born, they are untrained blank slate in so far as hatred in concerned. Now, as for being gay, it appears it is a completely different case ? Unlike hatred that is now conclusively understood to be inbred, trained and programmed over a lifetime, homosexuality sofar, only sofar, appears to be inborn. Andrew I entirely agree with you this is the most ridiculous Bill I have ever know, the it lacks legal basis. Law and morality are two different things , criminal law protects the vulnerable members of society so for adult gays who have given consent , u cannot regulate their conduct by law indeed by so doing in the case of homosexuality you will be invading their privacy guaranteed in article 27 of uganda's constitution. we already have a provision in the penal code regulating homosexuality and if the likes of ssempa and Bahati mean good for uganda they should device ways of implementing that provision. punishing gays by death implies that gays are equal or worse than murderers!

I ain't the intellectual debater...but what good is it to adapt a harsh hand towards gays, we shd come to terms that it has already infiltrated our society and perhaps check where we have gone wrong/ failed at our so called moral values, traditions and cultures, thats where more emphasis, laws, bills, etc...should be geared at. Not until we are culturally independent, we shall keeo on looking to the west, we shall be in that state of inertia as Andrew puts it. Even in development, policy and governance, these should be pinged against our culture and traditional norms. Homosexuality is not a cultural problem. It is a psycho-biological disorder. Just like nobody is born a thief or criminal, gays are not born homos. Justifying it from a scientific point of view is a distortion of facts. Just this month, mobs in Mtwapa Township, Kenya, attacked men they suspected of being gay. Kenyan religious leaders, I am ashamed to say, threatened an HIV clinic there for providing counseling services to all members of that community, because the clerics wanted gay men excluded.
Uganda's parliament is debating legislation that would make homosexuality punishable by life imprisonment, and more discriminatory legislation has been debated in Rwanda and Burundi.
These are terrible backward steps for human rights in Africa.

What is clear here is that Mwenda is trying quite hard to defend the vice (gays/lesbian) and perhaps himself. This is one of the many articles defending them that I have read. I am still looking for substance in his articles which is still scarce. Gays are normal people and should not be discriminated in any way. However, they are also subject to national laws. I strongly believe that a bill/law should be enacted not specifically to victimise gays, but to discourage and eliminate the vice in Uganda, well inline with the aspirations and the diverse cultures of the Ugandan society.

At the end of the day, gays are normal human beings -just like you and me- and should not be discriminated in any way. It seems to me that all he was trying to point out was the fact that cultures are ever changing and there differing opinions on what is best for the people at that given time in history and for a particular part of the world. Nothing is static and our views of what is moral and what is immoral have never been the same throughout history. We need to cut to the chase and realize all our hatred is culturally constructed and nothing is "natural" or the "right" thing. We may think something is "right" according to what time period you are in and what culture you are apart of but never should it go so far as to imprison people when they are not harming anyone. There is a great difference between force and consent.

Homosexuality is reviled the world over, even amongst the "superior" cultures that have written laws to accomodate it. The proposed anti-gay legislation (and the penalties prescribed there-in) will only put into written law what ALL cultures in Uganda hold to be a vile and despicable practice.
