The partnership between the Japan International Cooperation Agency (JICA) and Kampala City Council (KCC) started way back in 1997. This has led to improvements on many road junctions and roundabouts in the city. In 1999 for example, with the help of JICA grant aid KCC worked on the Wandegeya junction and traffic lights. Since then other road junctions and roundabouts such as the Nateete-Kibuye, Ku-bbiri, Bakuli, Nakawa and Jinja Road traffic signals have been improved using JICA assistance.
Engineer Stephen Kinyera Otto, Director of Works and Urban Planning at KCC, says JICA has helped the city council in road improvement and junctions completed in 1999. He says that JICA’s work is outstanding.

“Our partnership with JICA has been very good. They complete their work in time,†Kinyera says, adding that they do quality work. He cited the Wandegeya junction which was done by JICA in 1999 but ten years later it is still strong without defects. “Their work is always good and durable compared to the kind of work some contractors do today,†he said.
He said the accomplishment of maintenance works on these road junctions, roundabouts and traffic signals have had tremendous impact. Kinyera said it has led to reduced time spent in traffic jams and this has saved many lives in hospital emergency cases being rushed in ambulances.
He said the last project of road works done using JICA assistances was Jinja road roundabout in 2007.
The first phase of the traffic lights to be done by JICA was in Wandegeya, then Natete-Kibuye and Kubbili roundabouts. He says KCC’s partnership with JICA has made the transport service in the city better.Â
JICA does all these road improvements as grant aid to KCC.
