Richard Ssewakiryanga is the executive director Uganda National NGO Forum which brings together NGOs in Uganda to provide a sharing and reflection platform for NGOs to influence governance and development process and enhance their operating environment. The Independent’s Mubatsi Asinja Habati interviewed him about their activities.

In the will next few months The Independent run a series of works about National NGO Forum. When was the National NGO Forum formed?

The decision set up the National NGO Forum was made in 1997 but the organisation was legally registered in 2001 with the NGO Registration Board in the Ministry of Internal Affairs. It took time to register the National NGO Forum in its earlier years because at the time there were intense discussions on whether an NGO forum of legally registered NGOs really needed to register again.

1. Introduction

NGOs have over the years become key players in the policy process, making critical contributions to policies such as the national budget, the PEAP, PMA and many others. NGOs have been active in the ongoing process of developing a National Development Plan (NDP), a successor to PEAP. They have written over 20 Issues and thematic papers as input to the NDP process.

It is clear to anyone who has been living in Uganda, for any period of time or at least to a visitor to the countryside that there is one widespread problem- poverty.

Poverty has been exacerbated by war especially in northern Uganda, and the HIV/AIDS pandemic which has led to increasing numbers of orphans and consequently child–headed families. This has aggravated the situation to chronic poverty. This chronic poverty has come to define certain communities in the country, where individuals, households and regions are trapped in severe multidimensional deprivation for several years across generations. It is a situation where people are born in poverty, live in poverty and pass on that poverty to their children. The most affected include people with disabilities (PWDs) and the elderly with no social support.

 

KRC empowering people for self sustenance

Alex Ruhunda is the director of Kabarole Research and Resource Centre (KRC), a local NGO operating in Rwenzori sub-region for community development. The Independent’s Mubatsi Asinja Habati spoke to him:

How did KRC start?

The idea of starting KRC was hatched after we finished university. This was through my interaction with community leaders. We thought we needed meaningful debates. On the ground we needed to engage with leaders during holidays. At first, we even thought of starting a school but we found out that if we began a school what about other issues which could be very important. That’s how the research centre began.

Thirteen years down the road, Kabarole Research and Resource Centre (KRC) is today nearly a household name in the five districts of Kabarole, Kasese, Kamwenge, Bundibugyo and Kyenjojo which cover the Rwenzori region. Established in July 1996 by a team of five young fresh university graduates, KRC is a local research NGO in the Rwenzori sub-region that empowers local communities to interact with their leaders.

KRC began as a conflict resolution centre through research to inform the communities better about peaceful resolution of conflict in the region following the ADF insurgence. It moved to tackle issues of human rights, reproductive health, agribusiness, microfinance, and networking with civil society organisations (CSOs) to address matters affecting the region. Today nine CSOs trace their origin from KRC.
