INTRODUCTION

This report is meant to acquaint you with the subversive activities by Dr Besigye’s ‘group of renegade officers supported by Rwanda who continue with their plans of destabilizing our country.

To establish UPDF commanders from northern region who are deployed along Uganda - Rwanda border.

To find out the strength and locations of all UPDF deployments along Uganda-Rwanda border.

To look for recruits to send and get the price quotations of a Nissan Sahara Pick-Up so that it can be bought for him for purposes of ferrying recruits to Rwanda.

He was tasked to look for Dr Mutabaazi of Kabale to fund him.

ENEMY PLANS

To have raised a force of 10,000 people by the end of Dec 2001, with which to launch an attack on Uganda, they are assured of re-enforcement by RPA and RCD-Goma. If uninterrupted, they intend to attack around Jan or Feb 2002. Other sources say that MANDE was eager to attack earlier than Jan 2002, if it had not been for KABANDA, who quoted his experience under UPDF pressure/forces.

Concurrent coverage from RPA is a sure deal, since the RPA is planning to occupy the whole of Northern, Eastern DRC by chasing away RCD-ML of MBUSA NYAMWISI, taking over all former UPDF defence positions.

ENEMY DEPLOYMENTS

RPA deployments and re-enforcements are done in the zones of RUTSHURU, GOMA, MASISI, WALIKALE, BUKAVU, LUBERO, and downwards to MWENGA, SHABUNDU, etc.

It is providing cover to Ugandan dissidents of Lt. Coi. Kyakabale and ADF in the above said areas.

I briefly visited Rukungiri on Saturday; the following is what I found

Consistent rumours of registration of rebels

Consistent meetings with gentlemen from Kampala like Musinguzi Garuga, The Babihuga family, Maj. Rubarama Ruranga and others all on the same subject of mobilising supporters.

Capt (Rtd) Katabazi is in charge of all coordination (Brother Lt. Col. Mande).

 


Consistent reports of purchasing of maize in large quantities heading towards Rwanda. In Rwere this weekend, two of the Babihuga’s brothers were seen buying maize in large quantities.

 

Your Excellency, there is increased movement of Rwandese army officials on pass and looking for asylum.

There is increased presence of RPA intelligence operatives in Ishasha area. I am sure there are similar plans against Uganda but my worry is that the UPDF troops in the area leave a lot to be desired.

I observed the following;

Detaches Vs strength and opns.

Kaumi 16

Nyabubare 11

Bwambare 11

Bwentare 39

Nchwera 11

Rweshama 23 solders

Ishash customs 20

All have no supporter weapons- just hold ordinary AK 47

Observations

2nd Division Garrison Unit should be replaced for all its solders are either causalities, TB cases or have some physical problems that make them an ineffective force.

Support weapons especially LGMs and mortars needed. Adjacent to some of the defenses are dead grounds and SMGs are rendered ineffective if attacked from those fronts.

They are skeletal detaches in place. The manpower is not enough to repulse a strong army. At least each detach would require a tone of platoon.

No communication system in place. Even the man pack at the Garrison the Ishasha no longer functions

For walkie-talkies units bordering for election periods from Ministry of health which are now being withdrawn.

All have problems of uniforms, shoes and food. The food given to them is extremely inadequate

SUBJ: SUBVERSIVE ACTIVITIES AGAINST UGANDA BY RENEGADE OFFICERS - COlS DR. BESIGYE, MANDE AND  KYAKABALE

  • This report covers subversive plans against the government by Dr. Besigye and his group of renegade officers who fled the country and are currently In Rwanda and are currently in Rwanda and DRC.


DETAILS

  • Adam Kibwanga who has been an LLB student, disclosed the following:
  • That Dr. Besigye had been working closely with Rwanda and DRC. That Dr. Besigye has a clandestine youth movement along the lines of UYD in north Uganda. Besigye insisted that he did not want it to conflict with UYD and the Young Congress. That he wanted it to be militant and include only people who are not politically established and noticeable;
  • Dr. Besigye sent a note asking how far the recruitment work is going.
  • Besigye had insisted that the epitome of removing President Museveni from power peacefully was in Mar 01 and that since this had failed, nothing could remove him other than forceful means. Adam has been funded and tasked to go back to Makerere and work closely with Louis Otika to be able to establish new plans relating to the planned assassination of HE The President.
  • Alex Magezi (already mentioned in previous reports) is deeply involved in subversive activities. That mini- bus Reg. No. UAD 007E was art of other four strange executive vehicles which passed through Omwinyukiro Kamwezi, have crossed to Rwanda.
  • He further discloses that this vehicle at one time ferried some young boys to Rwanda via Kamweezi.
  • A day after Lt. Col. Kyakabale had been to Kamweezi with RPA operatives suspected to have come on the same mission with Kyakabale.
  • To establish contact with UPDF commanders from the northern region who are deployed along Uganda- Rwanda border. To find out the strength and locations of all UPDF deployments along the Uganda- Rwanda border. To look for recruits to be ferried from Rwanda.
  • The two renegade officers are establishing training camps, initially in Rwanda before they were shifted to Congo in Rwanda controlled areas.
  • Dr. 8esigye has been soliciting support from Ugandans living in exile especially in Europe, America, South Africa, Tanzania, Kenya, and Rwanda to fight Uganda government. He has so far attracted positive response from many political activities.

CONCLUSION

  • All efforts are being put in to ascertain the validity of the information provided by various sources, to infiltrate the groups mentioned and neutralise them.

Uganda plots to counter Sudanese support to rebels

The plan is to come up with evidence, of Sudanese Govt support to the LRA and ADF and to force Sudanese Government to be on the defensive and thereby incite them to retract the statement that the Sudanese president gave at Munyonyo during the Smart Partnership that they are no longer in control of LRA and had never supported ADF

Evidences to comprise of testimonial of personalities in ADF who were selected and taken to Sudan for specialised training.

Eg. Sudan Govt took the following people in Sudan for Training in 8PG-9 in 1997
