What is Rwanda eRegulations system?

Rwanda eRegulations is an online information system designed to provide easy access to all invest-ment related procedures in Rwanda. Investors and entrepreneurs can obtain all the necessary infor-mation on the life cycle of their businesses, including how foreigners can obtain a visa to Rwanda, and the process of registering or closing their business. The system was developed by Rwanda De-velopment Board (RDB) with technical and financial assistance from the United Nations Conference on Trade and development (UNCTAD) and One UN. The system is the first of its kind in the region and is in line with the government of Rwanda’s broad reform agenda to improve the investment climate.


Procedures from the users’ point of view

 

Procedures are detailed step by step, seen from the users’ point of view. For each step, the system shows the expected result and gives all the information the user needs to know: full contact details of persons in charge, forms and other documents required, costs, time frame, legal basis and a com-plaints platform. The system is interactive and service users can make enquiries through the system.

A platform for simplification

Since all steps, forms and all entities in charge of procedures are thoroughly listed, it becomes easier for the administration to identify and eliminate unnecessary elements, to merge or align forms and to streamline the process. ERegulations has been implemented in 24 countries worldwide (14 in Af-rica), which helps to compare procedures with other countries and adopt legislations that have gen-erated good results elsewhere. A lot has been achieved on this front since the system was launched; business registration forms have been consolidated, steps have been merged, which together, have simplified property registration and transfer procedures. The system also improves governance, reduces costs and contributes to greater transparency and efficiency.

A great communication tool

The system has become a great information communication tool for potential and existing investors. It is also the channel through which doing business reforms in Rwanda can be disseminated to the targeted audience.

Why Rwanda eRegulations is a must visit site?

It is the only platform in Rwanda where detailed and up to date information on investment related procedures can be obtained. To date, there are over 70 procedures in the system and many more will be added in the near future. To make sure that users maintain legal security of the information in the system, the information must be certified (signed and stamped) by institutions in charge of the procedures.
