The source has also revealed that on 14 May 2001 a Ukraine Company ESPACE SOFT TRADING Ltd overhauled 03 of RPA’s 05 MI-24 helicopters.
RPA Airforce has 06 MI -175 Presidential helicopter. These developments seen in light of the recent hostile intentions of RPA towards Uganda constitute a national threat.
The following are some of the current deployments of RPA.
408 Bde is based in Ruhengeri/Gisenyi:
11 Bn at Kiwanja in Rutshuru 13 bn at Kashaki. 37 bn at Kibumba, 63 Bn at Kibati, 99 Bn at Rumagabo. 201 Bde is based in Mutara, Kagitumba, Kibungo and 8yumba.
305 Bde based in Kibuye and Cyangugu.
211 Bde based in Butare and Burundi border areas.
RPA has started infiltrating its agents in Beni sector and its presence in Kamandi, Kyavinyonge and domination of Tamanoi has been confirmed. Reliable information indicate that RPA Kamandi is backing the ADF which has established a camp in that general area and another one at Isangi near Manguredjipa airfield. RPA entered this area under the guise of tracking down the Interahamwe.
Kabarebe has been talking to Mbusa who has now invited RCD Goma officials to Beni.
The arrest of Benard Matsiko and 2 others who are known Besigye supporters last week points to these contacts.
Our source has received a telephone call from Col Mande today who has disclosed that;
They are still preparing an attack but are still surveiling the areas.
They have now adopted the idea of attacking through DRC but not Rwanda.
They have a reserve force across Kisoro but that their biggest problem is how to neutralise the UPDF Bde in Ntunqamo.
The recent promotions in UPDF are of no consequence to them. They are still trying to observe the effect of these promotions on the morale of the army
Col Kyakabale will lead the advance group, They have launched their rebel organisation to provide cover to Rwanda such that Uganda does not have justification to blame it.
That since they have not had enough time to train their officers, RPA will, provide commanders and some elements of RCD Goma.
We have reliable information that:
Dr Besigye has ‘contacted Hutu leaders of an organisation called FDLR whom he has asked to make an alliance, so that they can provide him with their bases and contacts’ on the eastern side of the DRC bordering with Uganda. The leaders contacted are Ignace Murwanashyake who is the President of that organisation living in Germany and another one called Alexis Nshinyimaana who is their Commissar for Information based in Austria.
He intends to travel to Brussels to meet and give them the situation in Uganda.
They have so far refused to work with him calling an agent of the RPA.
