SUBJ: SUBVERSIVE ACTIVITIES AGAINST UGANDA BY RENEGADE OFFICERS - COlS DR. BESIGYE, MANDE AND  KYAKABALE

  • This report covers subversive plans against the government by Dr. Besigye and his group of renegade officers who fled the country and are currently In Rwanda and are currently in Rwanda and DRC.


DETAILS

  • Adam Kibwanga who has been an LLB student, disclosed the following:
  • That Dr. Besigye had been working closely with Rwanda and DRC. That Dr. Besigye has a clandestine youth movement along the lines of UYD in north Uganda. Besigye insisted that he did not want it to conflict with UYD and the Young Congress. That he wanted it to be militant and include only people who are not politically established and noticeable;
  • Dr. Besigye sent a note asking how far the recruitment work is going.
  • Besigye had insisted that the epitome of removing President Museveni from power peacefully was in Mar 01 and that since this had failed, nothing could remove him other than forceful means. Adam has been funded and tasked to go back to Makerere and work closely with Louis Otika to be able to establish new plans relating to the planned assassination of HE The President.
  • Alex Magezi (already mentioned in previous reports) is deeply involved in subversive activities. That mini- bus Reg. No. UAD 007E was art of other four strange executive vehicles which passed through Omwinyukiro Kamwezi, have crossed to Rwanda.
  • He further discloses that this vehicle at one time ferried some young boys to Rwanda via Kamweezi.
  • A day after Lt. Col. Kyakabale had been to Kamweezi with RPA operatives suspected to have come on the same mission with Kyakabale.
  • To establish contact with UPDF commanders from the northern region who are deployed along Uganda- Rwanda border. To find out the strength and locations of all UPDF deployments along the Uganda- Rwanda border. To look for recruits to be ferried from Rwanda.
  • The two renegade officers are establishing training camps, initially in Rwanda before they were shifted to Congo in Rwanda controlled areas.
  • Dr. 8esigye has been soliciting support from Ugandans living in exile especially in Europe, America, South Africa, Tanzania, Kenya, and Rwanda to fight Uganda government. He has so far attracted positive response from many political activities.

CONCLUSION

  • All efforts are being put in to ascertain the validity of the information provided by various sources, to infiltrate the groups mentioned and neutralise them.
