Uganda plots to counter Sudanese support to rebels

The plan is to come up with evidence, of Sudanese Govt support to the LRA and ADF and to force Sudanese Government to be on the defensive and thereby incite them to retract the statement that the Sudanese president gave at Munyonyo during the Smart Partnership that they are no longer in control of LRA and had never supported ADF

Evidences to comprise of testimonial of personalities in ADF who were selected and taken to Sudan for specialised training.

Eg. Sudan Govt took the following people in Sudan for Training in 8PG-9 in 1997

MOHAMMAD HUSSIEN SEISKISA

RASHID KAMYA

ABDUL RAZAK MATOVU

KASSIM BALYA

ABBASS BENJAMIN

ABBUBAKER KABAYA

ABDU SALAAM ALI MULUMBA

In Sudan the group were received by COL. ASUMAN then at Baazi who took them through Juba up to Khartoum where they were kept in a safe house at a location called MUNITAWAR.

Here the group were joined by 27 others from LRA, and 15 others from WNBF.

The group trained for about 03 weeks the translator being an ACHOLI (Ugandan) called SAM

While in Khartoum they met with others like YAHYA MWANJE, a former Sheikh at Nakasero

Jamil Mukulu also visited them from Khartoum after the pass-out.

03 of the participants, HUSSIEN SEISKISA, ABBUBAKER KABAYA, KASSIM MULUMBA were given Sudanese passports and were flown to Nairobi.

While at Khartoum they met former officials of the Sudanese Uganda Embassy officials namely

KAMALI

ABDUL AZWIN

RUFAI

JUMA ISMAIL

The 03 sent to Nairobi on Sudanese passports got another training in Bomb-making and began the first terrorist cell in Uganda.

The Sudanese official JUMA ISMAIL had been coming to Uganda from Nairobi to finance the Kampala based ADF terrorists.

Eg. At Hotel Africana, Juma Ismail met one ABDALLA Kasujja, a bomb making expert to whom he handed 2 million Uganda shillings from the Golf Course on Kitante RD where they had gone for a walk.

Note: Juma was an official at the Kampala Sudanese Embassy before it was closed.

Its believed Juma is still active.

Its well known that Sudanese Govt is the one footing the responsibility of accommodating prominent Moslem dissidents in exile in Nairobi, some of whom have come back on Amnesty eg Sheikh Mohammed Kiggundu

The first cosgniment of arms that the ADF used for attacking Mpondwe-Bwere Kasese 13 Nov.1996 was a consignment sent to directly from Sudan in Containers by road through Bazi and the Eastern Congo to Beni

Sudan Govt has been supporting the ADF through huge quantities of Air drops ranging between 10-20 wooden container loaded with assortment of weapons. The last consignment of Dec 1999 was meant to last the ADF for five years.

Sudan therefore can sit- back and watch without maintaining any physical contact with the ADF.

Every single bullet fired by ADF drops a catridge with an inscription ‘SUD’ underneath

By 17th Sept. the team meant to open Uganda representation in Khartoum is scheduled to leave.

The arrangement still remains as agreed before but this time with a re-inforcement of one officer from CMI one Capt Richard Keremire who has been heading the Directorate of counter intelligence

He is shrewd well experienced officer in espionage and counter int who contributed largely to the forces of RPA operations Prior and after the fall of Kigali.

He is seen to be having some Pro-Rwandese leening in fact that explains why he never attained the rank of major in the most recent promotions.

The move is meant to serve the double purpose of removing him from the present position because of the souring Uganda-Rwande relations.
