SUBJ: DR KIIZA BESIGYE’S ESCAPE
INTRODUCTION
According to out technical sources, Dr Kiiza Besigye was constantly in touch with Lt Col Mande and Lt Col Kyakabale’s agents within the country and outside namely Kenya and Rwanda prior to his escape.
Information received from different sources give various versions about how he escaped and where he passed.
INFORMATION
2. a. Version I
On 15 Aug 01, Dr Besigye had a meeting at his residence in Luzira which was attended by the following;
- Hon Steven Chebrot
- Hon Winne Byanyima
- Sam Cheptoris - H/maters Sebei Senior Secondary School.
- Hon Getrude Kulany - woman MP Kapchorwa
- Arap Chemugung.
- The meeting presumably planned the escape.
On 17 Aug 01, Dr K Besigye left Kampala heading for Mbale in motor vehicle Reg No. UDK 165 a land Cruiser red in colour belonging to Hon Dr Chebrot.
It never stopped in Mbale but went through up to Kaserem sub - county and proceeded up to Gamatui Girls Sec School ( a catholic missionary school)
They then moved to Kapikipwirok mission - Kapchorwa town and had a stopover at Kapchesombe Catholic parish where they talked to one Elias Bureto. From Tambade village they joined the road to Kapnurukut, crossed R. Nganga and made a stop over at Cheming trading centre at a home of one Mangusu an LC Councillor where they spent a night and stayed till 18 Aug 01.
On 18 Aug 01, they left for Uganda - Kenya border but spent two nights at the home of one Peter Kamuron ( a former CA delegate of Kongasis) who first crossed to Kenya and came back on 19 Aug 01 probably from either Eldoret or Kitale.
On 20 Aug 01, he crossed through Kapnandi on Suam border with Kenya.
b. Version II
On 16 Aug 01, a meeting was held in Luzira residence of Dr Besigye and among those who attended were:
- Patrick Cheborion
- Peter Kamuron
- Sam Cheptoris
- Hon Getrude Kulany
- Walter Nyagas
- Hon Dr Chebrot.
On 17
Aug 01 motor vehicle Reg No. 165 UDK belonging to Hon Dr Chebrot is seen in Sipi at around 10:00pm with the following occupants;
- Dr Kiiza Besigye
- Peter Kamron
- Sam Cheptoris
- Francis Chemtai
- Walter Nyangas.
Dr Besigye is said to have spent a night at the residence of Sam Cheptoris in Gamatui.
On 18 Aug 01, at night a meeting was held at the above residence. Motor vehicle 165 UDK was seen parked at Sipi catholic mission.
On 19 Aug 01, Dr K Besigye left Sipi in motor vehicle Reg No. UAB 895K to Kapchesome village in Kaptanya sub-county where he changed to vehicle UAD 470L Nissan Sahara accompanied by;
- Peter Kamuron
- Walter Nyangas
- Moses Cherwan - the driver.
On 20 August 01, rumours circulate that Dr K Besigye and Hon Dr Chebrot had fled the country while others said that he was hiding his vehicle 165 UDK at Sipi Catholic mission for fear of being impounded by Central Purchasing Company because of their debt.
On 22 Aug 01 this vehicle was later removed by Francis Chemutai accompanied by Walter Nyangas and driven to Kampala.
c. Version III
That Dr K Besigye was hosted in Kachesombe parish at the home Bureto Elisha - Chief Accountant Kapchorwa district Administration. Others in attendance were
- Patrick Chepsikon - LC I C/man.
- Hon Dr Chebrot
That he used Ngoryomwo route via Kabukoch parish and entered Kapche Sombe dodging Kapchorwa town.
That he used motor vehicle UDK 165 which belongs to Dr steven Chebrot.
d. Version IV
Our technical sources indicate that Dr Besigye (o75722465) was constantly in touch with Lt Col Mande and Lt Col Kyakabale’s agents days prior to his escape. Some of the people he rang were in Uganda, Rwanda, Kenya and even Denmark.
Among the people he rang was Lt Col Patrick Karegyeya (D/ESO Rwanda) which tends to suggest that his escape was in part aided by Rwandese government and subversive elements who are there.

It is apparent that his escape is connected to the on-going rebel recruitment that is being masterminded by renegade officers namely Mande and Kyakabale who are in Rwanda on telephone 003708410346.
e. Version V
That Dr Besigye escaped to Kenya via Kwapa sub-county - Tororo district. That he crossed R. Malaba from its shallowest end.
OBSERVATION
3. Information in all versions is being verified in order to corne up with a correct version. By finding out owners of the telephone numbers which he rang before he went we shall be able to establish their linkages and the roles they played in his escaped.
