RE:       REPORT ON SECURITY SITUATION

Names of those recruiting in Mbarara are Mary Frances

S. Kabatereine former distgrict chair person for elect Besigye task force. We talked to her and we have the details.

Isingiro and Bukanga counties, councillor Namusoke who was also a Besigye supporter is doing the work. We got the names of some boys so far they approached, but declined.

Following Lt Col Kyakabale and Mande’s declared war on the Uganda Government, from their hideout in

Rwanda, and later Col Dr Kiiza Besigye’s departure, there has been reports of massive recruitment into rebel ranks although denied on several occasions by some people in leadership. However our findings can reveal the following:

1.  That recruitment by Col Dr. Kiiza Besigye and his supporters, started way back when presidential campaigns were going on. Investigations reveal that, educated youth (A level and above were flown to Rwanda and South Africa for initial training and later flown to unknown European country. One Mbarara LV Councillor Eddie Bandeba, who lead the team to Rwanda and later to unknown European country died tow day ago, according to our source.

Much as the district security officers deny rebel recruitment, the fact is young boys from Western districts have and are still going. Youths and jobless men, are being told to either go for further studies or given visa to go for green pasture.

High placed source indicated that to easen the exercise, they have divided them into 2 groups

a.  Un-educated and jobless, taken to Rwanda to unknown place in Changungu and Byumba prefecture, others at the Burundi Boarder.

b.  Elite class and jobless - Given visa’s which were prepared long time ago, and taken to European country.

Another target group where they have sealed most are disgruntled teachers and students examples are Rusya

SSS in Isingiro where three teachers and a Burser of the school are already abroad. There is also another

school in Ibanda called Bigali or Bigyera PIS where 2

teachers have gone.

1.  How Recruitment is being carried out:

In case of Mbarara, two re-known people all LC V councillors are seriously doing the recruitment

clandestine. There is also one from Bushenyi.

2. Impending Attack:

High placed source indicate that there is an impending attack in two weeks time, to launch their Gorilla struggle.

The urgument is if President Museveni started with 27 people and won, how about Besigye who has support within and outside.

The attack is immanent for these people to mark the launching of the armed struggle one Rwandese official told me in Kigali. He said that they are acquired enough weaponry and financial support from abroad he further said.

3. Other Training Centres:

Rwandese backed Congolese controlled areas. They are being rained alongside Rwandese and Congolese RCD rebels.

4. "Besigye’s strategy”

High placed source can reveal that Besigye’s tour of European countries will take him a week then to South Africa and stop in Rwanda where they intend to reorganise.
