NATIONAL SITREP
By 25.11.01, remnants of LRA rebels were scattered in areas along R. Oceme, between Pabbo and Atiak and north of Bibia road. On 24.11.01, the rebels ambushed (3 vehicle at Odui- Too on Atiak - Bibia Road, killed a UPDF soldier and an unidentified Sudanese Pastor, took the soldier’s gun, looted property and burnt the vehicle. They later raided Ajanyi village. Though few, the rebels still have potential to inflict damage on soft targets.
ADF REBELS
During the period 17tl1 - 20111 November 2001, a small group of AOF remnants was in areas of Kyarusozi Sub county Kyenjojo district. They had come from Hakibale sub-county in Kabarole district. UPDF killed one of them and recovered 02 guns, 09 full magazines and 02 grenades. On 18.11.01, they raided Kigoyera trading centre and abducted 02 people who later escaped from them. On 17. 11.01, three ADF remnants were seen in areas of Nyankwanzi trying to cross to Kibale district.
ETHNIC CLASHES
On 27,11,01, in Kakone village Lubago parish, Katoke sub-county, Mwenge County, Kyenjojo district, Bakiga and Batooro communities clashed over a rape case and left two people dead several others injured and 07 houses destroyed. By 29.11.01, the situation was calm. Local council elections in the area have further divided the people and heightened ethnic sentiments. Mobilisation is hampered by among others lack of transport for the office of the RDC.
ROBBERIES
Though the incidents of robberies have reduced, the rate is still high especially in Kampala, Wakiso and Mukono districts. With Christmas in the offing, more incidents targeting especially cash and other valuables are expected, however, security institutions were in preparation to counter them.
SPLA
SPLA deserters were a security threat in areas of northern Uganda. On 25.11.01, 07 SPLA deserters attempted to rob areas of Gbali and Pamuju. UPOF foiled the move, captured 02 rebels and recovered 03 SMGs.
DRC
On 25.11.01, Lendu warriors in Nyankunde clashed with UPDF and 30 of them died in action. They burnt Hema houses in areas of Fataki and were also planning to attack Nyioka. By 26.11.01, they were reorganising, killing people and burning houses in Ojugu and Geti. They rendered roads in the area insecure. For example on 18.11.01 at Bujanga on Bunia - Mboga road they ambushed a vehicle, killed 07 of its occupants.
RCO-Goma rebels refused to demilitarise Kisangani. They demanded for an explanation from the DRC qovernment as to why it nominated governors to the areas under RCD-Goma control, which was contrary to the UN resolutions.
Mbusa Nyamwisi had full knowledge of Rwanda operatives in Beni and protected their presence. Mbusa continued with secret relations with Rwanda and RCD-Goma. His political manoeuvres have antagonized the people fuelling ethnic clashes in Eastern DRC which inevitably drags in UPDF. UPDF should continue to play a neutral role.
In the wake of intense pressure from the regional and international communities, Rwanda advised the ANC High Command to prepare to maintain its own security after the RPA withdrawal. However it is very likely that RPA will remain in DRC under disguise.
President Kabila, Adolphe Onusumba and Bemba were poised to meet in Abuja on 10.12.01, for discussions to forge a way forward for the next Inter Congolese Dialogue (ICD) due on 20.01.02 in Durban South Africa. Meanwhile, Sir Masire was soliciting for funds to facilitate the dialogue.
Zimbabwe and DRC deployed about 100 troops each in Bangui. This could endanger the security of Zongo and Gbadolite in DRC.
In another development, the DRC government sent 47Million Francs to the MLC controlled areas as salary for the civil servants. The MLC leadership delayed to distribute the money prompting the DRC government to accuse the latter of confiscating it. This move props up
Kabilas popularity in the area at the expense of the MLC.
