Kony faces mutiny from his commanders

(This information was obtained through the UPDF interception of the radio communication between Kony and his commanders in the bush in 2004)

Kony, Otti, Lukwiya, Abudema, Ocan Bunia, Kapere, Dominic, Lotiba, Lagulu, Angola and Tabongo “were on air.

Kony;

Ordered Angola to be in charge and command the groups of Acaye Ecomog, Opok, Odongo Murefu and Cosmas Adyebo. This was after Lukwiya revealed that Acaye Ecomog sent his 06 children to government and is being urged to come out and look after his children.

He prescribed sisal roots to be rubbed on the affected body parts of Ocan Bunia but added that he (Ocan) should also use other medicines. He instructed Lotiba to deploy soldiers to attack SPLA camps and loot food. That he should brief them on how to withdraw.

Otti claimed that he checked the area where he got in contact with UPDF after three days and found two bags with 1,000,000 Ug Shs. He bragged that UPDF has paid him salary indirectly. He suspected Okulu’s squad to be the one which attacked a location in Madi. He closed down immediately claiming to be very busy.

Lukwiya reported that Okulu Ben met Labongo and they separated some days back.

Abudema was with Kamduli. They were still meeting by the time he reported.

Kapere met Lagulu across undisclosed river today.

Labongo reported that he is trying to meet Okuti after getting information that his and Okuti’s squads met in undisclosed location.

Dominic instructed Okuti to move with the entire group to join him after meeting.

Ocan Bunia revealed that his condition is deteriorating and commented that he has put it in God’s hands.

Angola reported to Kony that UPDF attacked him and among the dead is a captain while a wife of one of the senior commanders is missing. In reaction to Kony’s orders, he reported clearly that he failed to control Acaye Ecomog, Opok, Adyebo and Murefu because they are all senior officers.

Comments;

The news of Acaye Ecomog and Angola’s reaction to Kony’s orders to command other commanders, has put Kony in another state of confusion. He has to find another trick of putting them together. Otherwise it is a big sign of loss of command and control on Kony’s side. We expect him to harass and use Lukwiya as his army commander to arrest that situation since he could not question Otti his Deputy how such situations are coming in his presence in Uganda.

Kony’s prescriptions to Ocan Bunia’s disease looks a gamble. If his commanders who are already with questionable loyalty take note of it, it could increase their negative attitude.

Action taken and recommendations

4th DOTO and concerned district offices were informed.

UPDF should be informed of. Angola’s stand so his position could be constantly attacked to destroy his morale.

UPDF propaganda desk should exploit Kony’s guesswork on prescribing the various medicine for Ocan Bunia which have not worked; using statements like “LRA soldiers should come out and get better medical treatment from government.”

EVENING SITREP

1.      Kony, Lukwiya, Odyambo, Opio Makas, Lotiba, Labalpiny, Oyoo, Labongo, and Call Sign KI were all on air.

2.      Kony;

a.      Directed Opio Makas to fragment his and Lotiba’s force into smaller groups to avoid UPDF pursuit claiming that UPDF is weak to confront LRA and that’s why they wait to get LRA in big numbers so they can call gunship. That if Makas does what he has been told; he  will reach him safely especially now that it is too bushy for the gunship to observe well.

b.      He reminded Makas that SPLA End EDF are also potential enemies of LRA because of LRA disturbing peace on their motherland.

c.      In reaction to Lotiba’s report Kony stated clearly that these days he does not trust his soldiers because according to him, their minds are mixed up and believes that’s why they are escaping.

1.      Lukwiya could not get Kony clearly when he asked him his plans now that he (Lukwiya) is near the border. This prompted Kony to order him to cross the border and reminded him that as the AC of LRA, he is a big target for UPDF. He was told that a location codenamed ATWOM BUSSINESS No. 21 is always hostile therefore he should be careful while crossing through that point.

Labongo reported that he met Okuti Okello. That Okuti was intercepted by UPDF while he was coming from ambush. That one of the officers who is a son of Labongo’s aunt died with three others. He sent the number of people defected with “Ayoli” as 01 officer, 05 men, 10 newly passed out soldiers, 17 recruits and women of TooKuru, Ayoli and Akuru. That the total number of guns were 24. That two soldiers ran away from Ayoli and are together with him. He narrated that Ayoli is talking on the FM radios.

Lotiba reported that he heard some gunshots about a kilometer from his Location but suspected to be some soldiers who separated from him.

Call sign KI reported to Kony that he has established that UPDF have gone back to their base and other groups moved towards a location codenamed “ATWOM BUSSINESS No 6.” That he sent out a group to establish where they have reached and their plans.

Oyoo reported that he got 04 trails of UPDF who have made a U-turn. He said that he is studying to confirm whether they are withdrawing or a tactical move to confuse  whoever is following them.

Odyambo reported that he sent a force to where he has been on food mission. This was after Kony wanted to confirm from him.

Opio Makas reported that he clashed with UPDF. He said that Acelam is now too weak to move before he was advised to carry him on stretcher after meeting Lotiba.

Comments;

Kony is still desperate and determined to meet Makas with whatever he is carrying. He is also sure that if Makas succeeds to meet him, it will restore some commanders’ hope that Kony could still command and his advice to his commanders is vital to succeed on a mission. Otherwise Makas’s failure to meet Kony could he disastrous to his command and control capabilities. Therefore, even if Makas loses everything, the meeting could be a boost to Kony since other commanders won’t know what exactly Makas has arrived with and what he lost.
