Mutagamba on the spot over NFA director

Members of parliament yesterday put water and environment minister Maria Mutamba to task to explain how the new National Forestry Authority executive director Michael Mugisa was appointed.

The matter was raised by Buyaga West MP Bernabas Tinkasiimire last year saying there were allegations that Mugisa was being fronted by state house.

In the statement she read to parliament, Mutagamba said Mugisa was the only one qualified for the job but the MPs questioned his experience.

According to her statement, the post was advertised more than four times and that the candidates who went through all those times were not recruited for security reasons.

Tinkasimire tasked the minister to show them a report indicating any security threat and said she admitted in one of the Newspapers that Mugisa was handpicked by state house.

The legislators said Migisa who assumed office on Feb 1 2012 was the least qualified and least experienced among the other candidates who include Robert Nabanyumya and Hudson Andrua who acted as the authority’s executive director for quite some time.

Tinkasimire wondered why these ministries waste tax payers’ money through adverts and interviews when they already have their chosen individuals for such jobs.

Alex Ruhunda, FortPortal municipality MP said it was not in order for a legislator to fight a personal war in the house accusing Tinkasiimire of having a personal dispute with Mugisa’s wife.

Tinkasiimire said he was acting for the good of the whole country to avoid cases like the Damian Akankwasa’s who turned their bedrooms into a bank and the likes of KCCA’s George Agaba who went shooting people due to lack of experience.

But the issue escalated and turned regional when Kaberaimaido woman MP Florence Ibbi said Northerners and Easteners were tired of accompanying others when all the jobs are being kept for Westerners. Public Accounts Committee chairman Kassiano Wadri seconded her by saying that all the top jobs in most institutions giving examples of the Uganda Revenue Authority, Uganda investment Authority, export promotion Board among others were occupied by westerners.

The argument stopped when Kibanda county Mp Sam Otada rose on a point of procedure and said the issue was not being addressed at the right forum since different legislators were in support of different candidates. It was then that speaker Rabecca Kadaga referred the matter to the natural resources committee to handle and report to her in one month.

The post of executive director at NFA fell vacant in 2009 following the dismissal of Damian Akankwasa after shs 900m allegedly disappeared from his house. The post has since remained vacant and there have been allegations that all the candidates that applied were sidelined because state house wanted Michael Mugisa who was still completing the course relevant to the job.
