SUBJ: SUBVERSIVE ACTIVITIES AGAINST UGANDA BY RENEGADE OFFICERS – Cols MANDE AND KYAKABALE
This report covers subversive plans against the government by Dr Besigye and his group of renegade officers who fled the country and are currently in Rwanda.
DETAILS
Adam Kibwanga who has been an LLB student, son of one Rajab Kibwanga, a Tanzanian who lives in Lira and is a strong rnovementist disclosed the following:
That he has been working closely with Dr Besigye and Louis Otika.ina consultancy firm, which does research and translation from English to Luo.
That in Mar 01, Dr Besigye told him to start a clandestine youth movement along the lines of UYD in the north.
Adam wanted to know why it should be clandestine but Besigye insisted that he did not want to conflict with UYD and the Young Congress. That he wanted it to be militant and include only people who are not politically established and noticeable:
On the day he left, Dr Besigye sent a note which was slid under the door of the source that he would get to him soon and that he had missed seeing him.
Besigye has since sent him two messages on his E-mail that he will get to him soon.
The source has also got two telephone calls from unknown people who are asking him how far he has gone with the work of recruitment.
Before Dr Besigye left, Adam had invited him for a graduation ceremony at Makerere University due to take place on 12 Oct 01 and that Besigye told him “not to go to it because it would be bloody”.
Besigye had even told him that the epitome of removing President Museveni from power peacefully was in Mar 01 and that since this had failed, nothing could remove him other than forceful means.
Adam has been funded and tasked to go back to Makerere and work closely with Louis Otika to be able to establish new plans relating to the planned assassination of HE The President.
More unconfirmed reports point to other assassination plans;
Poisoning of water that is always transported by a water tanker to both Rwakitura and Kisozi.
Planting of a bomb in the Presidential helicopter by infiltrating the Airforce technical staff.
Use of a camera with in-built explosives on graduation ceremony at Makerere University and Independence day.
Infiltrating a gun which is fully loaded with ammunition to be used for assassination during inspection parade on Independence day.
He has been tasked to get more details and the information has been shared with CO PPU.
One Robert Byamukama, an LC III who was brought by former Minister Manzi Tumubweine has disclosed that:
Alex Magezi a son of Kanuga from Kamwezi (already mentioned in our previous reports) is deeply involved in subversive activities. That his min-bus Reg No. UAD 007E was part of other four strange executive vehicles which passed through Omwinyukiro Kamwezi on 18 Aug 01 at the time when Dr Besigye is suspected to have crossed to Rwanda. This matter was reported to the Ass RCD - Kabale.
He further discloses that this vehicle at one time ferried some young boys to Rwanda--via Kamweezi.
A day after Lt Col Kyakabaie had been to Kamweezi at night, two RPA operatives were arrested with $3700 by the GISO and LDU commander of Kamwezi but were later released after removing the money from them. They are suspected to have come on the same mission with Kyakabale.
Rev F Francis Tiryoomwe (a Ugandan) of Byumba parish and Rev Fr “Jalibu” of Rushoroza coordinate with the renegade officers. The former is a cousin to Lt Col Mande.
Robert Byamukama has been briefed and is currently our main guide of our operatives on ground. Capt Rwiita Mishonga a Reserve Force Commander of Kabale and Kisoro whom Lt Cols Kyakabale and Mande have been ringing several times, the last one being on 28 Sept 01 has disclosed that they have given him the following tasks:
