BREAKING NEWS: Independent editors issued with Police summons over “seditious” cartoon

In the last hour the Criminal Investigations Directorate of the Uganda Police force have summoned the editors of The Independent to report to the Commissioner of the Media Crimes Department over a cartoon that appeared on page 5 of Issue 074, August 21 – 27. An inquiry is being conducted into whether the cartoon can be classified as a “seditious publication” under the Provisions of Section 27A of the Police Act. The editors will be reporting at Kiira Road Police Station on Friday 28th August at 11am. The Independent's cartoons run under the heading 'Weekly Spoof'.

So judge for yourself – is this cartoon seditious? Or perhaps the orders have been sent because it is actually a little too close to the truth for comfort?

(And just a thought – doesn’t the ‘Media Crimes Department’ sound uncannily similar to the George Orwell’s Ministry of Truth?)

I'd rather have parrallels drawn between the "Media Crimes Department" and "The Ministry of Truth" than having comparisons to the "Special Force", "or the dreaded summons that used to be issued to Nile Mansions.

I am not sure what insinuation the article tried to trigger, but the police are there to keep law and order in the service of Justice. Part of that process entails the establishment of the facts and being summoned can not be regarded as an infringement on anyones rights. Unless of course you contend that journalists are above the law, in which case I say, "Lets M7 set up a State Research Bureau for Media." That way, all will be overboard.

thank you for delivering the truth. the cartoon got it right only that it left out very many things on the NRM list of wierd things they intend to do. i think the police felt cheated by not putting another Kibooko squard headed by them! Any since my friend Andrew challenged the "Sedition" law in the constitutional court, just organise some few coins and surities you will get bail. If NRM can lock up FDC youth wing over demonstration then what else if difficult, coming 2011 expect the worse, but as a country we must unite together and the press and Media have the tools and power in their hands to educate the citizens on truth. educate citizens so they understand Election processes, what it is all about and for citizens to exercise their rights as citizens of Uganda. From what I see on the list, all items were proven in courts of law as NRM tools for electoral malpractice, the cartoon just revisited the list. They should question the courts first.

Keeping the media constantly responding to frivolous police sermons only serves to occupy the media wasting money, energy and time thinking and traveling to and fro engaged in worthless and unproductive endeavors. Typically the government is just distracting and confusing the media and the opposition so that they don't have time and energy to expose the rampant political corruption and hypocrisy and several other malfeasance.

You have your eyes wide shut and, not surprisingly, missed my point. I'll try and be as plain as possible.

Under UPC (and similar regimes), being summoned by police was merely a training manual occurance, however, under the NRM being summoned by the police is procedural in their role of keeping the law, whereas under the other regimes it meant Nile mansions et al and definite torture.

If you are more pre-occupied with not having the trust in the police, then do not publish seditious material (or break the law) and you will regain that trust.(just a by-the-way!)

Going by your response, you will no doubt be surprised when I tell you with all honesty that I di not coin the following phrase, "Better the devil you know".

And again, you still have your eyes wide shut. There is nothing "mediocre" or "substandard" or indeed "underhand" in being summoned to police for the purpose of carrying out investigations. What could amount to mediocrity would be if these writers were picked up with no notice and held in cells without chargeor even taken to Nile mansions for "questioning".

Finally, you may feel / believe that I am defending the govt, but far from it. I look at it from an independent perspective (if only the writers could live up to the magazine name too!)

Apart from Kayihura (The man is not a police man),and may be a few 'eating' Police I do not think most police men/women agree with what they have to do.I have spoken to many and are disgusted with their own n plight like all Ugandans who are now living like rats. I have heard of a few pathetic excuses to justify breaking the law (even to cultivate a persecuted persona), but the perrenial "Media is above the law" and "Media should make the law" is as pathetic as they come.

In defence of common sense (and the rule of law), being summoned by police does not constitute harrasment. And by the way, NRM is not about to go anywhere soon unless you vote them out of office. I am sure it is a dream of many commentators here, but thats only a miniscule number of votes.

Museveni is very very worried now, because he thought he had successfully hiden evidence of the muders he commited over the past 23 years and it wouldnt come out, but they are allover the place now. When Museveni was in Amin's State Reseach Beureau, a three thousand member strong unit, answerable directly to Amin. Museveni learnt from his mistakes as a serving officer in the unit, because they were dumping dead bodies in the lake. Museveni thought he would do better, but technology made the world very small for him. Dead bodies are now scaned from above as soon as a report of genocide is recieved. That is why a cartoon like this touches their nerve quickly because it hads on to what is already known by the international commuity. When David Martin's book, "General Amin" hit the book shelves, Amin became very worried and he didn't last long. One book on Museveni's killings is out last month by Jane Bussmann titled "The worst date ever". Clock is ticking on him.

I have such relief that you refrained from refering the M7 but to the President, and qudos to you. In my thinking (and that of the constitution), the President is the fountain of honor. It is for this reason alone that he can not be dragged into a court of law, and for the purposes of your argument, can not be equated to mere journalists (read mere mortals like you).

Journalists "pretend" to be above the law by insinuating that being summoned by the law amounts to not only an infringement of their private lives, but those of freedom of speech in general, which is far from the truth, especially in Uganda today. This cultivation of a "persecuted persona" is also adopted by the opposition who are blinded by their own web of lies to believe that they are capable of winning a free and fair general election. It is well documented that the opposition carried out several election malpractices in Norther Uganda during the last presidential election.

You forget easily and that is sad, but if I can tell you that one of my experiences as a pupil / student was to have my suitcase emptied of all materials for checking at a roadblock (I did not mention that I was in full school uniform). I wont mention panda gari at all since I narrowly missed one while leaving Nakivubo after a match. Oh, I forgot to say, when an army land rover turned up (and this was about twice a week at least) in our local trading centre, everyone would vacate their premises, the soldiers would dis-embark and browse the shops, picking up whatever they wanted before they left.

Could this debate be a waste of precious time and resources? At the end of the day, MIGHT MAKES RIGHT! Look at any government, or any human organization and you will find this to be the case.

As long as M7 has the power to do as he pleases, regardless of how he got that power, his actions should be respected. Let there be peace at all cost!

This is a cowboy state. Everyone trys to grab as much as they can or victimise a threat. It is unbelievable that apparently a ROAD has been sold off! To an investor!
