In the last hour the Criminal Investigations Directorate of the Uganda Police force have summoned the editors of The Independent to report to the Commissioner of the Media Crimes Department over a cartoon that appeared on page 5 of Issue 074, August 21 – 27. An inquiry is being conducted into whether the cartoon can be classified as a “seditious publication” under the Provisions of Section 27A of the Police Act. The editors will be reporting at Kiira Road Police Station on Friday 28th August at 11am. The Independent's cartoons run under the heading 'Weekly Spoof'.
So judge for yourself – is this cartoon seditious? Or perhaps the orders have been sent because it is actually a little too close to the truth for comfort?
(And just a thought – doesn’t the ‘Media Crimes Department’ sound uncannily similar to the George Orwell’s Ministry of Truth?)
N.B. If you are reading this on the Uganda Talks homepage then please click on the article heading for an enlarged version of the cartoon.

I am not sure what insinuation the article tried to trigger, but the police are there to keep law and order in the service of Justice. Part of that process entails the establishment of the facts and being summoned can not be regarded as an infringement on anyones rights. Unless of course you contend that journalists are above the law, in which case I say, "Lets M7 set up a State Research Bureau for Media." That way, all will be overboard.
written by EMPEROR UNDERSTANT -TRUST, August 27, 2009
When you are summoned by the British police you trust that they have a guinine issue and you will be treated fairly. With Uganda Police you are not sure, because you remember Elizabeth Kuteesa (CID Chief) and the concorted evidence including trying to coach a witness against Besigye rape case. So THERE IS LOW TRUST IN PUBLIC INSTITUTIONS. Unfortunately this includes hospitals and M7 said it himself when he flew his daugher to Germany to deliver. That bad

Under UPC (and similar regimes), being summoned by police was merely a training manual occurance, however, under the NRM being summoned by the police is procedural in their role of keeping the law, whereas under the other regimes it meant Nile mansions et al and definite torture.
If you are more pre-occupied with not having the trust in the police, then do not publish seditious material (or break the law) and you will regain that trust.(just a by-the-way!)

Bwana Mwenda you have demostrated that you are a true jornalist who respects and hornors your work.
These dictatators have to realise that intimidations will and shall never work again for Ugandans are now awake and tired of their lies. They say that too much of anything is always bad and how long did you think you were going to rob this dear country Uganda.
We shall always stand besides you Andrew. Good luck and continue the fight.

It can be sickening for NRM to hide its sins by comparing with past regimes instead of doing the right things. What if I was not born when what you allege was done by UPC happened, do I settle for partisan mediocre police service for that matter. A quarter century is too long to keep comparing with the past. Hey Emperror you can defend better
written by Emperror, August 28, 2009
And again, you still have your eyes wide shut. There is nothing "mediocre" or "substandard" or indeed "underhand" in being summoned to police for the purpose of carrying out investigations. What could amount to mediocrity would be if these writers were picked up with no notice and held in cells without chargeor even taken to Nile mansions for "questioning".
Finally, you may feel / believe that I am defending the govt, but far from it. I look at it from an independent perspective (if only the writers could live up to the magazine name too!)

In defence of common sense (and the rule of law), being summoned by police does not constitute harrasment. And by the way, NRM is not about to go anywhere soon unless you vote them out of office. I am sure it is a dream of many commentators here, but thats only a miniscule number of votes.

besides,is not the list of priorities highlighted in the cartoon a reflection of what is exactly on the emperor's mind?
by employing apartheid era police policies, the state machinery not only hardens the hearts of men and women but also makes them resilient. we are made up of a material that gets harder the more you harmer it !!!!! BEWARE

You talk about media being abovee the law just because they write the facts does not make them above the law.
secondly the president is a citizen as an ordinary person so that means is meant to be written about when it comes to issues that are against the people.
You his puppets everytime they say some thing that is wrong you jump to defending him. The police is there to keep law and order but to my dimay they only work for one side and thats the side of the dictator and those that are his puppets like you.
When it comes to those that are pionting out the evil being done and created by him then those are the ones turned out to be the criminals while the real criminals go free.
give us a break there no more tricks this time around for the mass is tired of being used.
written by Emperror, August 30, 2009
Journalists "pretend" to be above the law by insinuating that being summoned by the law amounts to not only an infringement of their private lives, but those of freedom of speech in general, which is far from the truth, especially in Uganda today. This cultivation of a "persecuted persona" is also adopted by the opposition who are blinded by their own web of lies to believe that they are capable of winning a free and fair general election. It is well documented that the opposition carried out several election malpractices in Norther Uganda during the last presidential election.

So I guess thats why you his puppets and him have decieded to use this opportunity to do what ever you wish to the people and their properties.
Its just naivity that the likes of you think that you are going to be in power for the rest of your lives but let me assure you that that will never happen. So you had better do all the attrocities now for the time is coming when you all will be answerable including the dictator himself.

As long as M7 has the power to do as he pleases, regardless of how he got that power, his actions should be respected. Let there be peace at all cost!
No one has a monopoly on hapiness. Even M7 himself could be unhappy and miserable... but as they say, the grass is always greener on the other side. The 'have nots' think that having will make them happy! Far from it! Hapiness is a choice regardless of ones circumstances.
Mwenda... are you ready to assume the presidency of Uganda in 2011? Can we truely entrust our peace and security into your hands? If yes, more power to you. If not, appreciate the peace that has been brought by this government at a very high cost and try not to frustrate the government deliberately.
