Government hits back on criticism of radio bans

Readers last night will have been aware that popular Luganda station CBS was taken off the air last night for allegedly inciting violence and mobilising the rioters. Today the Government also suspended the licenses of Suubi FM, Radio Sapientia and Radio Two Akaboozi Kubiri on the same grounds. The following is the government press release explaining that decision and the handling of the riots in general:

Yesterday, Thursday 10 September 2009, in the afternoon, the City of Kampala and its suburbs experienced generalized violence at the hands of groups of marauding thugs. Property was destroyed or damaged/looted including Police Posts and Police Kiosks, shops, vehicles and buildings in Kampala.

In the ensuing chaos, four persons died in circumstances currently under investigation.The violence and lawlessness' was preceded by inflammatory and sectarian broadcasts from various radio stations, which systematically incited the listeners to cause chaos and destruction wherever they could.

Other inciters used different platforms to mobilize and instigate riots and violence and criminal mobs engaged in acts of theft, violence against persons, and destruction of property.

Following these incidents the Broadcasting Council, in line with the Electronic Media Act, particularly section 8, has suspended the operation of CBS Radio, Suubi FM, Radio Sapientia and Radio Two Akaboozi Kubiri. All broadcasters are hereby notified adhere to the existing media laws and guidelines.

In spite of the suddenness and generalized violence, the situation was swiftly brought under control by the quick response of the Uganda Police, with the support of sister security agencies.
Indeed, normalcy has since returned to the City, the suburbs and all the highways and roads leading into Kampala.

The Government of Uganda would like to assure all members of the public that such lawlessness, as witnessed yesterday, shall not reoccur.

How can a catholic radio be involved a protestant based politics while protestant based stations are on other issues? The catholics are betrayed. Pay for price only that you will drain the catholics of their money when you go for clearing your name.

He statement and that of the IGP were simply cut and paste, i.e they read the same statement. Surprisingly, the Media Council Chairman, Mutabazi, while addressing journalist said "When WE advised Mengo not to go to Kayunga, we expected them to comply" then I wondered what Mr. Mutabazi represents.

first, i do not in any way support violent politics and hooliganism, and that i have no allegiance to any pol.party in Uganda, but i cherish Uganda.

this is how govt can stop this madness.

-stop tribal politics as a political tool of divide and rule since it harms Uganda.
-establish a law that limit how much property a cultural institution can have, thus all the so called 9000 miles be nationalized and sold to private individuals.

- enact law setting out duties and responsibilities for kings and chiefs. punitive measures should be in place to abolish any obsolete kingdom violating such
-a new nation building process needs to be inaugurated, principled politics needs to be ushered in.

- establish a national Authority that will regulate all Political parties such that any violation of this, a political party can be deregistered for say 5 years.
why radio stations

I find no logic in closing media houses instead of identifying individuals inciting people and take them to court. Closing radio stations can not solve the problem. And i don't think suspending talk shows on radios can neither solve our problems. This is the only way people can present their issues to their government because they no longer trust their area MPs after the 5MILLION third term incident.
Ugandans let us reason on serious issues.
Please Ugandans do not be violent.

its a very well calculated step by the government to close these stations. we would be seeing more chaos. coz now people dont know whats going on with the kabaka and so on.

as long as these stations are not permanently closed, and just a move to bring sanity to this country, am for it.

Perhaps just the opportunity the government was looking for to restrict, ban, and take revenge on targeted radios. It was going to come as 2011 approaches if the ruling party suspected that the electronic media play a big role in mobilising opinion. Other independent newspapers are next in line - either they or particular reporters. The 'suspension' of license, in my opinion, generates a sense of crisis and may be calculated to do so.
NRM, the hiding Ostrich?

NRM has failed to use words to convince Ugandans that they are still relevant. When they attempt, it is so empty, looks like an ostrich hiding her head.
Now NRM is trying to block our ears and shut our eyes from what is really happening in Uganda.Problem is Ugandans do not really need radios or TV to realize that the roads have pot holes, that they do not have a job, that their children can"t get decent schooling, that the bills are un-payable, that they will die coz there are no drugs in the hospitals and that those in power seem not bothered. It is a clear case of blaming another person for your sins.

In the last days, nations shall rise against nations. Tribes are nations, however small. The Banyala are a nation. They did not rise earlier against the Baganda because it was not yet time. Also in the last days, men's hearts shall wax cold. Indeed they are loveless. But the bible says, men ought always to pray and not faint. I saw a man crying out that he only drives a motorcycle, probably, a boda boda. But all the same the police and military police whipped him thoroughly and later gave him a kick into sewer water. The man cried out forgive me. The police and military beat the devil out of him. He cried, "Banange, banange" in vain. He almost called out his mother's name to come and save him. Perhaps ruthless men who can stab others also need ruthlessness. The armies are similar, whether from the north, or west or central or east. They spoke in Kswahili, "uwa ye" meaning kill him!

Jude..man dont be silly closing those radios were the best thing to do..i remember in rwanda they used the radios to kill people...so who ever closed the radios did the best thing...it saved our brothers and sisters

Mr. Kayihura, You have the evidence of the Ssabanyala threatening violence, otherwise you would have not believed him and “appeared to protect” the Katikiro and the Kabaka, among others, from the threat you believed in and preached the gospel of.
This is a therefore Directive from Citizens of Uganda. ARREST AND PRESENT FOR PROSECUTION THE SSABANYALA WHO PUBLICLY THREATENED VIOLENCE.
Failure to do so means you are sectarian, biased, corrupt, contemptuous, inefficient, malignant, cowardly, servile, opportunistic, unpatriotic and full of ill-will.
In that case, Ugandans out there, send me your testimony on the threat of the ssabanyala to cause violence and we arrest and prosecute him privately ourselves.

He and his cohorts are responsible for the loss of life and property in a most vicious manner.
