And so, we have finally neared the summit of our journey from the Republic of Uganda to the Kingdom of Rwakitura under the Kaguta dynasty. The crowning moment of this journey was two weeks ago when President Yoweri Museveni appointed his wife, Mrs Janet Museveni, to cabinet. That there has not been a major outcry in the country against this increasing and narrowing patrimony is a sign of how deeply people’s expectations of the president have sunk. Short of walking nude on the streets of Kampala, there is really nothing that Museveni can do that can shock anyone anymore. Whenever I think he has reached the rock-bottom of moral and political depravity, Museveni somehow still finds a new depth to fall into.

During its 48-year history, our nation has seen many leaders but none has been as openly corrupt and nepotistic as Museveni – not Idi Amin, Tito Okello and not Milton Obote. Our cover story shows the vast number of known relatives and in-laws of the president in government positions (see page 8) – his son, brother, sister, daughter, brothers-in-law, sisters-in-law etc. Therefore, the appointment of his wife to cabinet is a small symbol of an otherwise large and chronic malaise that has been eating at our nation’s entrails. Museveni has been stripping away the difference between himself as a person and his official job as president.

For example, in 2006, I was told by a number of government officials that each time they went to see him at his country home in Rwakitura, Museveni would hold official meetings with them in his night gown. I was also informed that the special presidential assistant on veterinary services, Dr Sam Byagageire, literary works as the farm manager of Museveni’s ranches in Kisozi and Rwakitura. Equally, Presidential Guard Brigade soldiers guard and graze his cows.

These actions show that our president still behaves like African chiefs of old – for example Nyungu ya Maawe of the 19th Century Nyamwezi kingdom – by not separating personal from official business. Yet Museveni always criticises pre-colonial African chiefs for this “backwardness” in his speeches on modernisation. The president needs to modernise himself first before thinking of modernising Uganda.

The president treats UPDF soldiers almost as if they are his children and many government officials as his servants. He also treats our nation’s treasury as his personal bank account by issuing orders to give free money to persons of his choice. Generally, he treats our country as his private estate – witness how he gives out public land and public enterprises for free to “investors” of his choice. These days he openly moves with brown envelops filled with cash which he dishes out at will to groups meeting him. The last Ugandan president to do that was Amin.

In such circumstances, what difference is there between the resources of our nation and the private wealth of the president? In many ways, we the citizens of the republic are not treated any differently from the porters on his farm – or even his cows and goats. No wonder, most people cynically refer to Pay As You Earn (PAYE) tax as Pay As Yoweri Enjoys.

I understand that given his peasant upbringing in a nomadic culture, our president may not appreciate the difference between public resources and his personal wealth. Among his Bahima sub-ethnic group, when a friend visits, you bid them farewell by giving them a cow. When he gives public money or public land for free, Museveni is acting true to his Kihima peasant roots; just like a peasant in Nyabushozi would see off a friend with the words “Nakuha ente” (I have given you a cow). Yet a Muhima peasant does not give away his/her cow without some criteria.

Thus to explain the irregular giving away of taxpayers’ money, Museveni has always advanced dubious reasons. In the case of Tri-Star Apparels factory in which he sank $13m before it collapsed under his nose, he claimed it was to break a “psychological inferiority complex” of Ugandans exporting finished goods to America. Apparently, such a complex must have been his because by 1970, Uganda was a net supplier of finished garments to some of the world’s leading stores like Marx and Spencer, C&A and so on.

But the businessman he gave free taxpayers’ money to build the garment factory was not Ugandan. So, if the complex existed at all, using an Asian to export the goods to America was not a formula for removing such a “psychological inferiority complex” among Ugandans. Most critically, he did not seem to realise that he caused huge financial loss to the government of Uganda, a crime under the law for which he has arrested other public officials like Jim Muhwezi and Mike Mukula.

The list of issues around which Museveni has personalised the state in Uganda is long and inexhaustible. The point, however, is that the appointment of his wife to cabinet is not unique or unusual as it falls into the pattern of his actions over time – appointing family members to run the government –  daughter, nephew, son, brother, sister etc. But how has our nation traversed from a republic to a dynastic kingdom akin to that of Louis XVI in France on the eve of the French Revolution of 1789? How did a revolution seeking modernity for Uganda turn into a corrupt neo-patrimonial order?

Here lays the tragedy of Africa. Though Museveni initially positioned himself as the leader seeking to change how Africa was managed, he has exposed himself as the ultimate symbol of our continent’s dysfunctions. Because of low levels of institutional development, decision making in our countries tends to be highly personalised; individual rulers tend to exercise a disproportionate influence on the fate or fortunes of a nation.

In such circumstances, the paranoia of an Idi Amin, Jean Bokasa and Samuel Doe can lay a country to ruins. Equally, the charisma, discipline and moral quality of a Kwame Nkrumah, Nelson Mandela and Paul Kagame can inspire hope and mould a nation. Sadly, Uganda is walking the footsteps of the worse Africa has produced. We need to stand up and oppose this creeping monarchy.

Ehhh! These are surely loud screams and someone has to come to the aid of Mwenda. While grabbing your breath, just ask Mwenda in which other former regime did he (or any Ugandan) have the "opportunity" to set up an independent newspaper (to thrive!) while "putting down" the incumbent to such an extent? No wonder the so called suffering Ugandans don''t echo your lamentations (apart, of course from the agitators e.g UPC's who as we know are good for nothing!)

To mwenda: great work keep exposing them, though i suggest that you more often than not don't give credit where its due for this gov't. they are imperfect but they could have achieved a little more than you portray them.

For someone to muster the courage to even highlight this plight risks a label of enemy of the state, detractors e.t.c. so for some one like Andrew to do what he is doing is suicidal. I Agree with some generalisations you make but Andrew I think there is something sinnister we the Citizens of this country , old, young, poor and rich we seem to fail to see.
There is this individual who is "smart" and locked in his own world.
He is different from all the mentioned names in style, character and achivements (personal of course and a few).
This Individual needs to be understand before we even dare STAND UP!! Otherwise you might stand down again before so long..

PROBLEM:
I think we lack a system that teaches critical thinking and analytical skills; Yes there are few like Andrew but still the best they can do is talk but not help others to stand up.

MY DESCRIPTION OF THIS INDIVIDUAL;(narcissistic)

It becomes a problem when someone has a persistently unrealistic image of themselves and those they interact with. It is a belief in themselves that is so inflated there is little chance that they or anyone else will ever be able to meet their needs in full or consistently. Unhealthy narcissism is distressing for all concerned.
Normally when needs and wants are not met bouts of frustration ensue, this can readily be seen when a young child has been told "No". In this case it is often normal behaviour for a very young child to show their frustration by shouting, crying and even hitting the person who has denied them what they wanted/needed. The child doesn't understand that they are not automatically entitled to everything they want, that sometimes it's not always appropriate and that they are separate from other people who can't or won't always meet their needs.
There are healthy ways for adults to deal with varying degrees of frustration and normally individuals are capable of doing so swiftly with minimal disturbance to others.
People with strong narcissistic tendencies tend to overreact to periods of frustration (outside of normal levels of stress) when their needs are not met or when they feel they have been criticised, in the same way that children do.
Narcissism is unhealthy when a person's entire behaviour, be it fair or foul, is geared towards ensuring others meet their needs and justify their belief in their inflated self image.
This self image is a "false self" and it can be extremely pleasant, charming and intoxicating covering a multitude of insecurities and bad traits.

No one is perfect, there will always be weaknesses and gaps in Museveni's and Mwenda's work.... These debates are good bse they shape our country’s future and so we should avoid being simplistic in thinking!! If you disagree with Mwenda give us your version of Uganda today and tomorrow. What I find frustrating is people comparing Museveni and his administration with past regimes in Uganda. Its not fair to compare performance today with that of 30yrs ago without discounting time. Therefore I think its better to compare Museveni with Kagame, Uganda today with Rwanda today, etc rather than Museveni Vs Amin.

No one said he can't air his views, however, if I or anyone else uses their few inches of space to counter his opinion, it does not warrant a barrage of abuse. Mwenda knows that freedom of expression is a right, but he also knows that he has not always had it on a plate. The same should apply to narrow-minded personas like hilary and denis though I suspect this will be my dream for a while.

You allowed Museveni to get where he is today, and as a journalist and an educated person, who had the ability to look ahead of the curve to see what you were creating, you failed to see it. Abel, you are not that observant, are you? I am an Emperror and can therefore not stoop that low in the shape of a mere Ministerial appointment in a republic. Having said that, I know Mwenda enjoys reading my comments more than M7 would (or does)! Proof of the pudding ..... he does push the envelope of what would qualify as sensible reporting, but then again, I won't stop funding him because people like yourself enjoy his writting and therefore provide a perfect platform for a diversion.

I really dont know what M7 had in mind when he reffered to past leaders as ''swine'', but I guess it was the the swine's nature of preffering rolling in mud to cleanliness. But now from what is evident for all to see? which leader has ever smeared himself with mud to the level of Kaguta's son? I am so supried that people like Jemba still think its Mwenda who is smearing the ''revolutionary with mud'' yet poor man is only taking a brave step of warning the president. When M7 came to power in 1986 Ugandans wellcomed him with ''a bed of white linen'' support. The man had a clean slate on which to build his leadership portfolio!!! You know M7 has repeatedly presented himself as a ''revolutionary'' and the one and only 'visionary 'leader of Uganda. In fact at one time he considered himself as doing Ugandans a big favour for standing as president!! As usual a lot of people always clap when he makes such claims!! I do not know whether this is what he actually believing or he is using these phrases as political sacasticism? But as a Ugandan I think M7 has done us only one big favour that is to teaching Ugandans the hard way and I am sure the way things are moving this time round Ugandans will learn. Imagine if after 23 years of all this open corruption and nepotism to some people M7 is still a ''hero'', as one rightfully urges,how much backward would Ugandans be had they had a chance of a better leader? Folks , i have for a little while been following your postings and commentaries. What i found fascinating is the way in which some of "us" try to get too passionate over what i may call crap.
The Emperors of this world have bought into this. Claiming to know everything, talking down people, believing in distorted vision of " freedom is not given on a silver plate", that whoever has an alternative opinion is ant-govt (UPC) or other parties. That we should give credit where it is due. Why do we have government or ruling party spokespersons???
M7 and his government should be taken on. He is just like any other peasant, why should he misuse other peasants' resources? The NRM no different from other political parties which seek to retain and exercise power and because of this, NRM should serve the poeple it purports to be working for. If it doesn't Ugandans should use their; values, beliefs , Philosophies to judge it. It is therefore not surprising that Mwenda and others are doing this. Museveni and his loyal band of sycophants cannot continue to blame Obote, Amin or other past governments for the sorry condition Uganda is in today. I liked Mwenda's article, & having read many of them I kinda understand his viewpoint. Sort of like knowing what a keynsian or monetarist will do in a given economic situation. I'm more interested in the readers views - just to see their understanding of the issues facing the country & what they think a solution wd be. Thats where I prefer to engage - thats thedebate.
Now for your response - typical african, am afraid. Saying that my comparison to the rest of the world is more damaging to Ug - I fail to see the logic in that. Progress is always measured in relative terms, & blinding yourself to this is just like burrying yr head in the sand. Its important to recognise that M7 made significant progress for a decade or so, but after that, his productivity has dipped significantly.
Just like it takes different skills & strategies to reorganise a chapter 11 bankruptcy, compared to those needed to advance a market leader, M7 shd probably recognise that he set the stage in ideology & reform, & now different skills r required of the office he holds.

For anyone to call Mwenda a hater...and jobless...and this person lives in Uganda, it's a pity...I love to live in Uganda...but I guess I have to accept that I cannot live there anymore...I returned home for 5 months bet end of '07 to early 08...but left...with a satisfaction...that "at least I had tried"....i was politically miserable...and still am...sometimes I want to turn my eyes, ears and brain away from any news coming out of Uganda...but the politician in me cannot ...I just cannot believe Ugandans will not stone M7 to death..why not? I don't care if the military takes over like in Guinea following M7's death...but I would like it to be like Cote d'Ivoire, where the masses chased the president out of state house with batons and clubs...this is simply beyond disrespectful! the President needs to be stripped of all power...it's now a family business..his justification for putting Janet in Karamoja, "I trusted people before and they let me down. Now I have to put in place somebody who won't let me down"...goodness me! is the govt his personal property to dispense! and his daughter being in charge of state house social affairs...and being paid out of taxpayers money...manes me :angry: :shock: :?:

Andrew, whereas I agree with most of your views in this article, the inclusion of Rwandan President Paul Kagame among the shinning examples is rather deserving of my reservation. You probably always go to Rwanda as a state guest who is guided to some parts of the country and your promotion of Kagame's image even during your tour at The Daily monitor newspaper leaves no doubt in my mind about it.

Francis, much as Muhoozi may have been the first first guy to see him; at least Mwenda has got the balls to say what is on his mind, (Probably Muhoozi respects him for that) unlike you and i. He has been the voice of the voiceless for a long time, and you and i know it. It has landed him in hot soup many a time.

So, even if he has the connections, that doesn't stop him from speaking his mind and i admire him for that. You and i can only criticize the govt from the safety of your laptop or desktop, but the poor fellow risks another trip to CPS and Luzira every time he writes a hard-hitting editorial.

Andrew i do appreciate the job you're doing, although you do tend to over exaggerate and sometimes are biased. Well, I guess that's human nature.

Indeed the Kaguta regime has pros and cons. The worst being bringing the villagers from Ankole to Kampala, my these guys are arrogant and very rude too. Have you seen them in the traffic or at all the posh restaurants? They're the loudest, have no consideration for others... It's amazing.Pure villagers that have fallen into things, twalire!

Even those that are not educated have big time jobs. Some can hadly express themselves in english. It's a big shame. Education is no longer important, it's who you know.

Then ofcourse there's the issue of compensation to those that assisted Kaguts during the bush war. It seems it's only the twalires that are being compensated.

Well 2011 is coming, and i believe Ugandans have now learnt their lesson. PLEASE STAND UP FOR WHAT YOU KNOW IS RIGHT! DON'T LET THESE ARROGANT TWALIRES CONTROL YOUR LIFE!

Journalists are supposed to inform us by answering the questions "What", "Who", "Where", "When", and "How", and only after that might they hazard a "Why" opinion based on these verifiable facts. Mwenda's article is rich on assertions without presenting verifiable facts to answer the above questions. Who saw/sees the soldiers grazing cattle? Whom did M7 meet informally in his night-wear, when, and why was the informality necessarily negative? What has the Vet Dr Byagagaire have to say about his work? etc etc etc.
In short, what are the FACTS as opposed to what you want to believe?
Without facts you do not inform, you spread rumours; and while the rumours may be sweet to the ear of the already converted, they are an abuse to the intelligence of those seeking to make an informed opinion.
Lastly I don't see how you can qualitatively equate a bad investment like Tri-Star Apparels and the alleged embezzlement of Global Fund money for personal use. Are we not being too simple here?
