And so, we have finally neared the summit of our journey from the Republic of Uganda to the Kingdom of Rwakitura under the Kaguta dynasty. The crowning moment of this journey was two weeks ago when President Yoweri Museveni appointed his wife, Mrs Janet Museveni, to cabinet. That there has not been a major outcry in the country against this increasing and narrowing patrimony is a sign of how deeply people’s expectations of the president have sunk. Short of walking nude on the streets of Kampala, there is really nothing that Museveni can do that can shock anyone anymore. Whenever I think he has reached the rock-bottom of moral and political depravity, Museveni somehow still finds a new depth to fall into.
During its 48-year history, our nation has seen many leaders but none has been as openly corrupt and nepotistic as Museveni – not Idi Amin, Tito Okello and not Milton Obote. Our cover story shows the vast number of known relatives and in-laws of the president in government positions (see page 8) – his son, brother, sister, daughter, brothers-in-law, sisters-in-law etc. Therefore, the appointment of his wife to cabinet is a small symbol of an otherwise large and chronic malaise that has been eating at our nation’s entrails. Museveni has been stripping away the difference between himself as a person and his official job as president.
For example, in 2006, I was told by a number of government officials that each time they went to see him at his country home in Rwakitura, Museveni would hold official meetings with them in his night gown. I was also informed that the special presidential assistant on veterinary services, Dr Sam Byagageire, literary works as the farm manager of Museveni’s ranches in Kisozi and Rwakitura. Equally, Presidential Guard Brigade soldiers guard and graze his cows.
These actions show that our president still behaves like African chiefs of old – for example Nyungu ya Maawe of the 19th Century Nyamwezi kingdom – by not separating personal from official business. Yet Museveni always criticises pre-colonial African chiefs for this “backwardness” in his speeches on modernisation. The president needs to modernise himself first before thinking of modernising Uganda.
The president treats UPDF soldiers almost as if they are his children and many government officials as his servants. He also treats our nation’s treasury as his personal bank account by issuing orders to give free money to persons of his choice. Generally, he treats our country as his private estate – witness how he gives out public land and public enterprises for free to “investors” of his choice. These days he openly moves with brown envelops filled with cash which he dishes out at will to groups meeting him. The last Ugandan president to do that was Amin.
In such circumstances, what difference is there between the resources of our nation and the private wealth of the president? In many ways, we the citizens of the republic are not treated any differently from the porters on his farm – or even his cows and goats. No wonder, most people cynically refer to Pay As You Earn (PAYE) tax as Pay As Yoweri Enjoys.
I understand that given his peasant upbringing in a nomadic culture, our president may not appreciate the difference between public resources and his personal wealth. Among his Bahima sub-ethnic group, when a friend visits, you bid them farewell by giving them a cow. When he gives public money or public land for free, Museveni is acting true to his Kihima peasant roots; just like a peasant in Nyabushozi would see off a friend with the words “Nakuha ente” (I have given you a cow). Yet a Muhima peasant does not give away his/her cow without some criteria.
Thus to explain the irregular giving away of taxpayers’ money, Museveni has always advanced dubious reasons. In the case of Tri-Star Apparels factory in which he sank $13m before it collapsed under his nose, he claimed it was to break a “psychological inferiority complex” of Ugandans exporting finished goods to America. Apparently, such a complex must have been his because by 1970, Uganda was a net supplier of finished garments to some of the world’s leading stores like Marx and Spencer, C&A and so on.
But the businessman he gave free taxpayers’ money to build the garment factory was not Ugandan. So, if the complex existed at all, using an Asian to export the goods to America was not a formula for removing such a “psychological inferiority complex” among Ugandans. Most critically, he did not seem to realise that he caused huge financial loss to the government of Uganda, a crime under the law for which he has arrested other public officials like Jim Muhwezi and Mike Mukula.
The list of issues around which Museveni has personalised the state in Uganda is long and inexhaustible. The point, however, is that the appointment of his wife to cabinet is not unique or unusual as it falls into the pattern of his actions over time – appointing family members to run the government – daughter, nephew, son, brother, sister etc. But how has our nation traversed from a republic to a dynastic kingdom akin to that of Louis XVI in France on the eve of the French Revolution of 1789? How did a revolution seeking modernity for Uganda turn into a corrupt neo-patrimonial order?
Here lays the tragedy of Africa. Though Museveni initially positioned himself as the leader seeking to change how Africa was managed, he has exposed himself as the ultimate symbol of our continent’s dysfunctions. Because of low levels of institutional development, decision making in our countries tends to be highly personalised; individual rulers tend to exercise a disproportionate influence on the fate or fortunes of a nation.
In such circumstances, the paranoia of an Idi Amin, Jean Bokasa and Samuel Doe can lay a country to ruins. Equally, the charisma, discipline and moral quality of a Kwame Nkrumah, Nelson Mandela and Paul Kagame can inspire hope and mould a nation. Sadly, Uganda is walking the footsteps of the worse Africa has produced. We need to stand up and oppose this creeping monarchy.

It becomes a problem when someone has a persistently unrealistic image of themselves and those they interact with. It is a belief in themselves that is so inflated there is little chance that they or anyone else will ever be able to meet their needs in full or consistently. Unhealthy narcissism is distressing for all concerned.
Normally when needs and wants are not met bouts of frustration ensue, this can readily be seen when a young child has been told "No". In this case it is often normal behaviour for a very young child to show their frustration by shouting, crying and even hitting the person who has denied them what they wanted/needed. The child doesn't understand that they are not automatically entitled to everything they want, that sometimes it's not always appropriate and that they are separate from other people who can't or won't always meet their needs.
There are healthy ways for adults to deal with varying degrees of frustration and normally individuals are capable of doing so swiftly with minimal disturbance to others.
People with strong narcissistic tendencies tend to overreact to periods of frustration (outside of normal levels of stress) when their needs are not met or when they feel they have been criticised, in the same way that children do.
Narcissism is unhealthy when a person's entire behaviour, be it fair or foul, is geared towards ensuring others meet their needs and justify their belief in their inflated self image.
This self image is a "false self" and it can be extremely pleasant, charming and intoxicating covering a multitude of insecurities and bad traits.

The sooner more Ugandans begin to think freely and honestly about the state of Uganda today the sooner they will help make a better place for all.
Museveni and his loyal band of sycophants cannot continue to blame Obote, Amin or other past governments for the sorry condition Uganda is in today. At least not when they have been in charge for a very very long time, 23… years. This is more than enough time to correct whatever mistakes or injustices were made in the past.
Museveni has been in power longer than any post independence president, i.e. Amin and Obote combined which gave the NRM the unique opportunity to show Ugandans and the world that this was not just a mere change of guards but the beginnings of fundamental change. But instead the NRM has been engaging in the same vices they used to accuse past governments of , e.g. corruption, nepotism, sectarianism, election fraud, tribalism etc etc etc… except that they have been doing it much much better! :shock:

I liked Mwenda's article, & having read many of them I kinda understand his viewpoint. Sort of like knowing what a keynsian or monetarist will do in a given economic situation. I'm more interested in the readers views - just to see their understanding of the issues facing the country & what they think a solution wd be. Thats where I prefer to engage - thats thedebate.
Now for your response - typical african, am afraid. Saying that my comparison to the rest of the world is more damaging to Ug - I fail to see the logic in that. Progress is always measured in relative terms, & blinding yourself to this is just like burrying yr head in the sand. Its important to recognise that M7 made significant progress for a decade or so, but after that, his productivity has dipped significantly.
Just like it takes different skills & strategies to reorganise a chapter 11 bankruptcy, compared to those needed to advance a market leader, M7 shd probably recognise that he set the stage in ideology & reform, & now different skills r required of the office he holds.

Those of us who have been to the actual Rwanda understand the desperate and oppressive conditions suffered by the average Rwandan. Rwanda under Paul kagame is not my dream country. Forget the seemingly shiny and clean kigali city you see.
Andrew, how I wish you just mentioned a single free minded journalist like you in Paul Kagame's Republic of Rwanda. Leave kagame like museveni for history to judge.

So, even if he has the connections, that doesn't stop him from speaking his mind and i admire him for that. You and i can only criticize the govt from the safety of your laptop or desktop, but the poor fellow risks another trip to CPS and Luzira every time he writes a hard-hitting editorial.

Indeed the Kaguta regime has pros and cons. The worst being bringing the villagers from Ankole to Kampala, my these guys are arrogant and very rude too. Have you seen them in the traffic or at all the posh restaurants? They're the loudest, have no consideration for others... It's amazing.Pure villagers that have fallen into things, twalire!
Even those that are not educated have big time jobs. Some can hadly express themselves in english. It's a big shame. Education is no longer important, it's who you know.
Then ofcourse there's the issue of compensation to those that assisted Kaguts during the bush war. It seems it's only the twalires that are being compensated.
Well 2011 is coming, and i believe Ugandans have now learnt their lesson. PLEASE STAND UP FOR WHAT YOU KNOW IS RIGHT! DON'T LET THESE ARROGANT TWALIRES CONTROL YOUR LIFE!

Andrew should not be blamed for all the hate going around. Museveni has created so much hate betwween Ugandans with his greed and ignorance. His day is coming, Sadam though he will rule forver, but he was fouund in a ditch and not in any of his mansions and now dead. Museveni and his ass-kissers will get their day too. As far as I am converned he is worse than Obote and Amin combined.
