RE: REPORT ON ADF URBAN TERRORISTS ARRESTED SINCE 05 JUN 2001
JAT [joint anti terrorism] has managed to break through the racket of ADF urban terrorists and arrested bomb makers and throwers this time round. A total of 24 self confessed terrorists have so far been arrested since 05 Jun 2001. They have claimed responsibility for all the bombings since 28 Jan 200 I including the recent bombing in Jinja.
Preliminary investigations indicate that all terrorists are linked to Jamil Mukulu who is based in London and Nairobi and has been coordinating their operations personally.
Find below attached facts on each terrorist. A detailed report suggesting the manner of handling them is to follow for Your Excellency as we continue with arrest of more terrorists.

SUBJ: CURRENT PLAN/INFO ABOUT ADF ACTIVITIES
1. INTRODUCTION:
 Source of information is one ADF commander who reported around Nov 2001 called KAJJIMU ABBAS.
He was the commissioner of Welfare and supplies in ADF since the death of commissioner SERUNJOGI in Dec 2000.
2. CURRENT INFO:
a)Â Â Â Â Â That around Jan 2001, ABDALLAH YUSUF, KABANDA called a meeting of top ADF commanders, which comprised of:

b)     The meeting took place at KYAKAMUNYU in the Rwenzori Mountains. It was to map out a way forward since that time, they were under a lot of pressure from UPDF that had denied them access to food and other supplies. The following was agreed in that meeting:
1.      Tiger was to come down from the Rwenzori to identify possible areas in VIRUNGA NATIONAL PARK where ADF could would shift.
2.      A contact place was to be established in form of a Hotel or shop in BUTEMBO. This place would act as a coordination point between ADF in the bush and contacts from the external wing.
3.      The lady called YALALA, a Mukonjo woman and an ADF,operative was selected to operate this place while comdr NABE was selected to lead robberies around BUTEMBO areas in an effort to raise operation and welfare funds. They were to disguise as UPDF soldiers during their robbery mission to avoid being identified.
4.      While NABE would use the robbed money to purchase the required items and stock them at the contact house, Comdr MANENO (master of Virunga) was to ensure these logistics reach ADF camps.
5.      They agreed on the new routes for the supplies as:
Through KATUNA border post via RWANDA to ADF in DRC.
Through KYANIKA border post to ADF camps
Through ISHASHA via RUTSURU to ADF camps
Through BUNAGANA to ADF camps
From NAIROBI by air to GOMA to ADF camps
c)      In this meeting and in an attempt to boost their morale, KABANDA told them that they were already in contact with Dr. COL. KIIZA BESIGYE. If he won the elections, they shall have won too.
d)     So after TIGER’S survey, he had led a group of about 200 people to a location in DRC where they are still occupying. This is the mountainous areas within the HEMA of DRC and within an area controlled by RCD - GOMA and RPA. The group includes fighters, women and children, this was around June 2001.
e)Â Â Â Â Â Second group of about 100 people includes fighters, women and children under Comdr NABE followed.
f)Â Â Â Â Â Â The third to follow was a group of mainly fighters numbering around 85 under the command of AHIMBISIBWE. This group included MUZANGANDA The arms officer who was unable to remove all the arms hidden in the mountains because UPDF occupied most areas where they are hidden. They moved with only 15 boxes of AK 47 AMMO (ammunition).
g)     Forth in line was YUSUF KABANDA’s group comprising his family, his escorts and guides.
h)Â Â Â Â Â Last group, which included Subject, was under UMAR MWANJE numbering 34. This was a period of about 05 months since the shifting commenced. It also comprise of the sick and casualties. UPDF realised it when the trail of these rebels ended or disappointed at River Semliki.
i)Â Â Â Â Â Â Â While still in the mountains under UPDF attacks, they received a message from KABANOA indicating the following:
That his group had reached safely
That Col. Mande’s group had already joined them and were under training as a combined force
That Col. Mande was of the view that the combined force makes an attack on Uganda from Rukungiri district areas, but was restrained by KABANDA saying that it was too pre-mature
They were being instructed to join them.
j)       After Umar’s briefing, they agreed to look for what to eat on the way and in due course, Subject escaped during the night, walked for 12 days up to LUME in DRC, where he reported to UPDF there.
k)Â Â Â Â Â By the time Subject left ADF, their contact house in Butembo was already functional and it was already sending supplies to them.
l)Â Â Â Â Â Â Â He heard that KAYIIRA PADDY OGUNDIPE, the ADF - DMI, who had been sent to NAIROBI for funds from JAMIL MUKULU, passed via RWANDA and joined the rest at a new location in DRC. Remember, he had left the whole ADF still in the mountains.
3. ABOUT LYAVAALA & JUNJU:
That Comdr MANENO and his group killed Lyavaala and Junju after the duo had made three visits to Maneno’s camp in Virunga National Park early this year in an attempt to explain to them the government’s Amnesty law.
4. AMMO [ammunition] IN THE RWENZORI MOUNTAINS:
Subject claims that with the help of SIRAJ KIGONYA, who still recalls the routes can lead us to a place where him, in company of late BWAMBALE and late KIWANDA kept:
85 boxes of 82 mm mortar shells
- 300 boxes of .62 mm bullets
- 01 piece of 75 recoiless
5. OBSERVATIONS:
a)Â Â Â Â Â It appears the above-mentioned routes are being used by the KYAKABALE group to receive recruits and supplies with the help of Rwanda
b)Â Â Â Â Â All the military hardware lying in the Rwenzori Mountains, coupled with its strategic location or position, it may tempt our combined enemies to launch an attack with the aim of uprooting our forces from such areas of strategic importance.
c)Â Â Â Â Â Â The above information, in addition to the previous information, confirms that Rwanda supports our enemies.
6. SUGGESTIONS:
a)Â Â Â Â Â Pre-emptive measures against the enemy are called for.
b)     Good operational planning may lead us to some ADF Commanders and operatives arrested in Butembo, at YALALA’S contact house.
c)Â Â Â Â Â Â History seems to have taken a repeated trend by ADF, combined with other forces securing sanctuary in DRC again.
