NRM delegates disagree on by-elections

By-elections for the Nebbi district NRM executive have failed to take place because of technicalities.

Over 100 NRM delegates from the 12 sub counties in Nebbi district converged yesterday at Nebbi primary school in the morning to elect new office bearers in vain.

The delegates had turned out to fill the posts of the NRM district chairman, Vice Chairperson and Public secretary.

The delegates wanted to replace Patrick Okumu Ringa, as district chairperson for allegedly abandoning his office since 2006.

However, Avua Odongo the Nebbi district NRM returning officer stopped the by-elections yesterday saying that Ringa had not officially resigned.

Odongo said that holding the by-elections to replace him and other members of his executive would contravene the party constitution.

Odong’s explanation drew outrage from the delegates with some, accusing him of favoring Okumu who has failed to serve the party.

Jacqueline Komakech, the NRM district Female youth councilor accused Ringa of abandoning his position, leaving it in the hands of John Packal Wokorach who also resigned to contest as the NRM chair, for the proposed Zumbo district.

She said that the absence of a functional district executive has messed up the party which calls for the immediate election of new office bearers.

Okumu was not present at the meeting to defend his position, and could not be reached for comment.

After failing to strike a compromise, George Willy Odwong, the NRM electoral chairperson in charge of Northern Uganda called off the by-elections to consult further.

The delegates warned that such wrangles if not addressed properly, spell doom for the party ahead of 2011 elections.
