Museveni govt's Family Tree

In the story Family Rule In Uganda: How The Museveni Clan Runs Government in our Issue 050 of The Independent, only a small list of the president's relatives in government was mentioned in the story. In this issue, we publish a bigger list of relatives and in-laws around the president or in high government positions.

IN THE POLITICAL WING

Gen. Caleb Akandwanaho a.k.a Salim Saleh: He is President Museveni's younger brother. Saleh is a retired bush war hero who still holds much influence in the military and security. Until last month's cabinet reshuffle, he had been Minister of State for Micro-finance. He is now a senior presidential advisor on defence.

Janet Kataha Museveni: She is the president's wife, MP for Ruhaama County and also Minister of State for Karamoja Affairs. She wields a lot of influence among NRM MPs in Parliament. She has recently been stepping out of the shadow of her husband. During the Temangalo land scandal, she demanded Security Minister Amama Mbabazi's resignation or refund of the Shs11 billion irregularly taken out of NSSF coffers by the Mbabazi group.

Maj. Bright Rwamirama: He is the State Minister for Agriculture in charge of Animal Husbandry, and also MP for Isingiro North. Rwamirama is a cousin to Museveni and although the two had bitter disagreements especially after Museveni ordered his arrest in the early ‘90s on allegations of causing financial loss to the army, they are still close. He was at the time financial controller of the NRA now renamed UPDF. The two have since reconciled. Rwamirama is said to be very rich and wields a lot of influence in Isingiro district.

Shedrack Nzeire: He is Museveni's step-brother. He is currently involved in youth mobilisation at State House although his docket is not very clear. He contested for the Nyabushozi seat in 2001 parliamentary elections and lost narrowly to Mary Mugyenyi. He has his eyes on it again, come 2011.

Miriam Karugaba: A sister to the president, she is employed as an administrator at State House.

Faith Katana Mirembe: She is a cousin to President Museveni and is also employed as his assistant private secretary in charge of Education and Social Services.

Amelia Kyambadde: She is the Principle Private Secretary (PPS) to the president. The grand-daughter of Maj. Murari Kafureka, a former airforce officer during Amin’s regime, she is related to the president through Sam Kutesa. Her cousin (their mothers are sisters) Albert Muganga marries Kutesa’s daughter Ishta who is a sister to Charlotte Kutesa, the wife of President Museveni’s son Muhoozi.

IN THE MILITARY

Lt. Col. Muhoozi Keinerugaba: He is the president’s eldest son and is currently the commander of Special Forces under the Presidential Guard Brigade. He has gone through accelerated promotions to reach his current rank. His influence in the UPDF is palpable, with officers aligned to him emerging at the helm of the army over the last few years.

Maj. Sabiiti Magyenyi: He is a cousin to President Museveni and hails from Mbarara district. He is currently the overall commander of the elite Presidential Guard Brigade. Sabiiti is said to belong to the young generation of educated professionals who joined the army because of the Muhoozi influence. He abandoned his PhD in Bio-chemistry studies at a UK university to join the army. His star is rising – fast.

Col. Kateera: A cousin of Janet Museveni, he is currently second in command at the Gulu-based 4th Division. Kateera once served in the “lucrative” finance department of the army. He also served as the intelligence officer (IO) in PGB.  Â

Lt. Allan Matsiko: Is the Counter Intelligence Officer at State House. He is a brother to Albert Muganga, Amelia Kyambadde’s cousin, and also husband to Sam Kutesa’s daughter Ishta.

THE IN-LAWS

Maj. Gen. Jim Muhwezi: This bush war hero and Rujumbura MP is an in-law to the Musevenis; his wife Susan is a cousin to Janet Museveni and also acts as the Senga to Museveni daughters. Muhwezi publicly fell out with Museveni over the GAVI and Global Funds money.

Susan Muhwezi: Not only is she wife to the powerful and rich Maj. Gen. Muhwezi, she is the presidential assistant on the African Growth Opportunity Act (AGOA), a programme of the US government to encourage African countries to access the American markets. This project is currently under State House, but has terribly failed.   Â

Justus Karuhanga: He is a cousin to Janet Museveni. He is a legal aide to President Museveni. This young man in his early 30s replaced Hussein Kashillingi when the latter left State House after allegations of abuse of office last year.

John Wycliffe Karazaarwe: He is a cousin to Janet Museveni and is the Ntungamo district chief. He has dominated this district since it was carved out of Bushenyi and Mbarara in the early 90s.

Sam Kutesa: Currently minister for Foreign Affairs, Kutesa is the father-in-law to the president’s son Muhoozi and an in-law to President Museveni himself. His late wife Jennifer was a cousin to Janet Museveni.

Brig. Henry Tumukunde: Until recently, Tumukunde enjoyed all the trappings of the family rule. He is married to Stella Tumukunde, a cousin to Janet Museveni. Although he is now not on talking terms with his former boss, pundits say that Tumukunde is under rehabilitation and sooner or later he will bounce back. He once headed the Internal Security Organisation (ISO) and Chieftaincy of Military Intelligence (CMI).

Elly Rwakakooko: He is a cousin to Janet Museveni. Rwakakooko was at one time commissioner-general of Uganda Revenue Authority, managing director of Uganda Commercial Bank which was later sold to Stanbic Bank. He was also chairman of UCB. However, he seems to be currently out of favour with the first family; he holds no public job.

Moses Byaruhanga: He is the all-powerful presidential assistant on political affairs. He is married to Janet Museveni’s cousin. Byaruhanga is not a mere presidential assistant but a king maker in this regime. Vice President Prof. Gilbert Bukenya once confessed how it was Byaruhanga who made him what he is today; that all his political fortunes were because of Byaruhanga. Most people who are offered political office in President’s Office or State House, first get Byaruhanga’s endorsement.

Hope Nyakairu: She is a cousin to Janet Museveni and is under-secretary for finance and administration at State House. She is in charge of the money and those who work in State House say she wields more clout than the State House comptroller Richard Muhinda.

Jolly Sabune: She is a cousin to Janet and is the long serving managing director of the Cotton Development Authority. The cotton sector has crumbled under her watch. She is virtually inaccessible by the public, brooches no media interviews and has no apologies for that.

Natasha Museveni Karugire: She is President Museveni’s eldest daughter and is currently a presidential assistant in charge of household at State House, Entebbe.

Dr Joseph Ekwau: The son of Museveni’s sister, Dr Violet Kajubiri, is a presidential advisor on veterinary issues.

Alice Kaboyo. Until recently when she was embroiled in the Global Fund money scandal, she was a presidential assistant in charge of youth in the President’s Office. She is a cousin to Janet Museveni. Â

Richard Kabonero. He is the elder brother to Bob Kabonero, the Kampala Casino honcho. He is a cousin to Janet Museveni, and currently Uganda’s ambassador to Rwanda.Â

Jimmy Karugaba: He is husband to the president’s sister Miriam Karugaba (therefore Museveni’s brother-in-law). He is the officer-in-charge (OC) of the accounts department at State House.

IN BUSINESS


Edwin Karugire: He marries Museveni’s eldest daughter Natasha. He is into real estate and handles many government contracts. He handled the sale of former assets of Uganda Railways Corporation and was also part of the legal team privately hired by the State to prosecute FDC president Dr Kizza Besigye in the PRA treason case in 2006. The Karugire team was paid Shs2.5 billion.

Odrek Rwabwogo: He marries Museveni’s second daughter Patience. While he has no clear government appointment, his public relations company, Terp Consult, has got many lucrative contracts from government, the most prominent being the US$1 million ‘Gifted By Nature’ CNN marketing campaign. He also was awarded the 2007 CHOGM communication and publicity contract which he handled with Saatchi & Saatchi company. His wife Patience runs a high class Pentecostal church called Covenant of Apostles of God, at their Buziga home in Kampala.

Geoffrey Kamuntu: He is a son-in-law to Museveni (married to the president’s third daughter Diana) and owns a procurement firm that does consultancy work for the oil explorers in the Albertine region. He is alleged to have key interests in the Heritage Oil Company, one of the companies doing oil exploration in the region. He also benefited from the Butabika Hospital land bonanza (giveaways).   Â

Bob Kabonero: The Kampala Casino proprietor is a cousin to Janet Museveni. Bob has many businesses in the country. He recently won exclusive rights to import dry cell Tiger batteries from China, in effect throwing out any other importer in Uganda. Traders almost went on strike over the deal.  Â

Hannington Karuhanga: He is the chairman of UGACOF, a leading coffee exporting company and a director in Stanbic Bank. He is cousin to Janet Museveni.

Don Nyakairu: He is the corporation secretary of Uganda Telecoms Ltd and marries Janet Museveni’s cousin Hope Nyakairu who is the under-secretary for finance and administration at State House.

Albert Muganga: He is related to the president’s family through marriage. Him and the president’s son Muhoozi marry sisters (Ishta and Charlotte respectively), daughters of Foreign Minister Sam Kutesa. Their mother, the late Jennifer Kutesa, was a cousin of First Lady Janet Museveni. He is in import/export business and in 2008 his company Kenlloyds Logistics was awarded exclusive rights to manage the country’s oil reserves in Jinja. The contract was cancelled after protests from big oil companies like Shell, Caltex and TOTAL.

Jovia Saleh: A wealthy business lady, she is wife to Gen. Salim Saleh, the younger brother to Museveni. She is into real estate and a host of other businesses. She was implicated in the UN Congo Report by the panel of experts investigating the plunder of DR Congo resources.

Kellen Kayonga: She is the younger sister to Jovia Saleh and therefore a sister-in-law to Gen. Saleh. She is an accomplished business lady; she recently won the lucrative deal of exporting security guards to the troubled Iraq through a security company, Askar. There has been a lot of criticism about her deal by many of her employees claiming that her company is creaming off the larger chunk of their earnings leaving them with piecemeal payments at every end of month.

President Museveni must be wondering what the hullabaloo is all about: in his culture when you are in a position of authority or if you have things to dish out, you consider your immediate family first. Then you turn to the close relatives followed by distant relatives. When those have been taken care of, you turn your attention to your clansmen, then villagemates. When none of the foregoing has been left out, you consider your tribesmen. Other lesser mortals like Ugandans from the greater West, the North, Buganda and the East, can wear dry banana leaves (essanja) and dance before you for whatever crumbs are left over. Mzee abeewo!

Had my Sec Educ with two of the boys mentioned obove. To them 1+2 was 5,past tense of GO was GOING and 1973 was the yr Ug got Independece and its unbelievable the pstns they hold in our mighty Rep of Ug.When and where did they attain the q'cations to hold such positions?Nowonder they used to remind us that they would be spending their Hol's in RE-HOUSE(State h'se) thus we had to nickname those guys from the Bahima clan RE-HOUSE.
I can now understand why the rest of the Country hates the B'nkole and personally have been at the end of some of the anger.One that still gets replayed in my head from 7yrs back and '000s of miles away from our Ug is (OMANYI MWE ABANYAKOLE SENTE ZAMWE MWAMANYIRA ZAKUTURUGUNYA NA KUBBA BANTU) It still hurts!
Now as a born and bred Munyankole,i want everybody to understand that all the obove mentioned people hail from Kiruhura distrct and 2 counties in Ntungamo and Rukungiri and one who migrated to Isingiro which constitutes around15% of B'nkole(Editor collect me if iam wrong).Just because we speak the same language doesnot mean we have all participated in the looting and mismanagement of our mighty country.Clue of how you can make the difference btn the 85% and 15%.The 15% got long Noses,Lazy and faces similar to those of our neighbours In the S-East of UG.As for the women easy!!!Always pretty faces,Shapeless Bums and Legs.
As a M'nkole am scared for the future.If change comes knocking on the door the innocent 80% will definately suffer but then as someone from Bushenyi can we cope with any change?YES WE CAN.We always change with change.4/8 toothless MP'S from our District are in the 70 useless cabinet which is 5.7% not bad for one Distrct out .....(sorry i don't know the no of Dstrcts in Ug hope they are less than 100)

Please now go further and show how much power these family connected people have sector by sector; Security, Business, Public, Parliament etc.
For example it would help Ugandans if you explained how Hannington Karuhanga benefited from the sale of Coffee Marketing Board or how Bob Kabonero has benefited from government contracts, or how Bob Rukari and Amproc cheated govt with the help of Rwabogo or how many of these people had contacts in CHOGM etc

We are all partly to blame for the mess in UG. Democratic institutions are now in place but we vote incompetent pple to parliament who make it easy for Museveni to have it his way. What would Uganda be if each consttuency is represented by a mix of the likes of Otafiire, Banyenzaki, Otto , Ogwal, Byenkya, Matembe, Byanyima, Okello Okello, Lukyamuzi, Mao, Sekikubo, Lyomoki etc. But wot do u expect when u vote Kawooya, Perez, Kakooza (wearing bissanja in parliament), Kabakumba etc with Ssekandi at the helm.

You see the problem is that Museveni runs the country like his personal business so put it like an extension of his Rwakitura or Kisozi Farms. Like common practice in Uganda when people open up businesses, they tend to employ relatives as cashiers, porters, house helpers, waitresses, etc. Where & when were all these positions advertised???? Govt of Uganda belongs to and serves Museveni. Put it this way...Bukenya is his Farm Manager, UPDF his herdsmen and 60% of Parliament his shamba men/women. Ssekandi chief herdsman

I do not understand what I am hearing. I knew Banyankore to be nice, lovely, and welcoming people having visited Ankore in the late 70's and early 80's as a student. I remember being welcomed in neat huts laid with grass and offered some drinks in honor of their guest from Buganda. I would laugh with the Banyankore folks for I loved their humor. When I hear and read about the bitter feelings against this ethnic nationality, I am really troubled. What is happening in Ugfanda?

I think this is only more an envidence of what kind of family that one is. We have been told now and again that Janet the girl friend to the president has no brains at all to handle a book. I agree, running for President is no easy job, let alone the expenses that go hand in hand. I also agree that there is no better candidate to replace Museveni at the moment. However, for those of you that are simply living in the past with Museveni's accomplishments, should take note of the future. Being commander and chief for so long has made him progressively drunk with power. He has established himself and his family in the government, to secure their own future. We are a young nation, a troubled one, but a country that im proud to say "im from Uganda". Like many of us, i want to see more results, more success, more opportunities that can better the Ugandans of tomorrow. Guys; this article says a lot about the poor state of affairs mostly characterized by the majority third world. It's sad but believe me, whereas i am not the biggest support of President Museveni, he has done a terrific job with bringing peace to the vast majority of our country.

It is so sad that this "gentleman" called Kaguta, in one of the above articles, calls our President such horrible names. President Museveni is our leader and he deserves his respect as such.

I've lived in the US for sometime, and seen a lot of people who don't like Bush or Obama; but NO ONE throws such abuse on their leader. Please have some respect!! Museveni has had challenges and he may overstayed his welcome, but he has instilled discipline in the army (remember those days of "funguwa mulango" at 5:00am?) How short our memories are??

Like i stated, i am not the current president's biggest supporter, but i give credit where it's due. I know that northern uganda has seen no peace for over two decades, but you should agree with me that not only has the rest of thecountry been relatively peaceful; but the Sudanese gov't had a lot to do with the northern ugandan problem, right?

I am about ten yrs younger than you, but my parents are much older than you. They tell me, like many other older people; that even though the current regime has had it's fair share of challenges; it' has preserved a little bit of respect for the majority of the population, in comparison to Idi Amin and Obote 2.

I have carefully gone through the list of the "powerful" mentioned in Andrew's article and come up with quiet a number of observations:
1. Most of the people in power are related to the first lady- hope all can see this through the mirror i am doing so from.
2. The few most immediate relatives of the President are not quiet "noticeable" in their positions.

The above therefore gets me to a point i was driving at being, IS THE PRESIDENT ACTUALLY IN CHARGE OF APPOINTMENTS? or have they been delegated to the first lady who has filled positions with members of her family?
Could this therefore be the reason the President appointed her as Karamoja affairs minister, since she seems to have been meddling? so many questions though one answer comes to mind which is that i do not think the President knows or cares what is going on or he in actual sense is not the one pulling the strings but the first lady.

My intuition is clear and i do not have sentiments attched to the article nor any justification whatsoever but JUSt an overview
1. I wonder are these the only employees of state house, i guess no, is it wrong for the president to assign duties to trusted competent fellows? My guess is like yours, so many Ugandans are employed by state house and not all are from the Presidents family, therefore we should think proper and objectively.

2. So many jobs exist which are more paying than those in state house, you can go for them. State house is not an end in itself for every one we should explore avenues beyond.

3. The level of journalism we exercise should be geared towards development not personal attcks to people or the person of the president, it is really disheartening to behave in such a manner.
Various crisis are evident in the world we can write and educate people about them.

we need improvement in the way we percieve things. Let this writer bring out all the list of employees of state house and we see whether its only the Presidents family that is serving this country.

I come from one of the families you mentioned up there, and as much as i do not refute some of the claim you made, i do not believe how you can write lies about some of the people you dine with. Some one read the things Andrew writes and tell me if he has ever written anything very incriminating about Gen. Muhwezi or Lt. Col. Muhoozi Keinerugaba apart from the general family tree thing. Don't you remember yourself Andrew defending Jim on WBS? So how now do you accuse his wife and kin?

You have managed to hoodwink people for so long to believe that you right the truth, how can you make the amateur mistakes you made in the above story, the marvelous writer that we all know you are? How can you claim that the Kabonero's are Janet's cousins and at the same time claim that Mr Karazaarwe who is their maternal uncle is also a cousin to Janet. In which world is that possible.

One last one. How Andrew, do you explain the fact that despite all the crap you writer, still manage to be one of Lt. Col. Muhoozi's best friends? How? That every time you report at CPS for your 'sins' he is the first person to visit you? Cm'on Andrew tell these guys the game that you are playing!

Lastly, this government like many others, has fallen short of the expectations of the public and those who craved for it. But let us not assume that it is the only one with such mistakes. The people who are in this government are human and will make mistakes today, tomorrow and in the days to come; and so will the generations to come. For many of you above, seek out those close to you, let them know their mistakes and help them to overcome them. But do not criticize without giving a remedy.

For those of you who have offered chance, hope and corrections, i thank you, that is sure help to your country and i wish the rest follow suit. But for those who insult and curse, i am ashamed to share a nationality with you. You keep us reeling in the past; and help the foreign world to ridicule us more. God help you all.

Reading through the article and comments made.I should say one thing is eminent there is a major shift towards a "family type" wealth structure.That in itself is a whole is a whole other issue,however,all factors genuine including our belief and interest in our imediate and "close by" families,we all know a scenario like this if we were at the top is like ley to happen ALTHOUGH it would not be as undeserving as a good bunch of some of the folk above. Yes family should benefit from it's own but what good would one be doing if some "lazy" family member is given everything and a hardworking peasant can't even afford the scrap off that family members table? Clearly, there is a problem. Its cause is staying in power for long and M7 knows it because when he came to power, he pointed out that it was part of Africa's problem. He did not qualify his position then. Clearly, this "will of the people" crap is a new convenient twist designed to keep him in power. He went to the bush to fight it, he has turned out to be exactly the same. Ours is not a bush generation, it is a ballot generation. When I read this article and all the comments i realised one thing. Ugandan is headed for disaster if no redress is made.
First it is not wrong for the president to appoint his relatives in all these positions, but its also not right for him to do this without advertersing these positions and carrying out free and fair interviews for all qualified Ugandans. To me this is the biggest problem

Secondly for those mentioned doing private bussiness, we have no problem with you except that you steal our taxes payers money by awarding yourselves government contracts through un fair procurment procedures and to make it even worse yout deliver air or very substandard service. That is my only problem with you.

God bless you, God bless Uganda and help it get rid of this plunder and dictatorship.
Museveni help us and create countries instead of districts, because Uganda is no longer viable as a country.

H.E in your 20 something year rule of this country you have divided the country more than ever no wonder you had to think of 'a patrotism campaign' You have divided the country to clan level (if not family level). Clans nowdays often clash on were the district headquaters of a new district you have promised them should be located.
Mr president when people in Northern uganda (biological substances as called by your Kajabago Karusoke) were sufferring as a result of the insurgency, it was very common to hear other Ugandans say let them kill each other.
When the people were dying in Teso due to famine, your minister was was making fun out of their sufferring. Mr president do you expect these people to be patriotic?

H.E when the Baganda are demanding for there ebbyaffee. Other Ugandans say these arrogant Baganda should stop disturbing us. Surely can we continue like this?

God forbid but if a disaster happened in Western Uganda I promise you that, you will hear some Ugandans say let them also suffer. Mr president it is that bad.

Sometimes I think our colonial masters made a very big mistake of creating this country called Uganda, were people call people from other tribes anyanya, nyamulenge, twalire to name a few. You also split us further by creating these funny districts everywere.

The worst part is that for the last 20 something years you have failed to unite us and continued to use the divide and rule methods of the colonialist. Our hospitals (built by your predecessors) lack drugs, healthworkers, UPE graduates from rural schools can hardly read a paragraph that is if they are able to write their name. The roads have lots of pot holes(may be you should stop using the helicopter then you will come to terms with ugandas state of roads), corruption is everywhere even in the Mulago mortuary off all places.To add insult to us, you waste our money on bogus patriotic campaigns. Just unite us, build functioning hospitals, good roads, schools, genuinely fight corruption and i promise you we shall automatically love our country.

The former Soviet Union was made for defense purposes for fear of people like Hitler. The Union was artificial. It served it's purpose and the natural countries had to come back to existence when the union collapsed. The artificial make up of Uganda may well be like the former Soviet Union though the purpose for the artificial Uganda was deferent.

in the future i gues they should be rules against this kind of thing. vetting and qualification processes.
the guys in the tree are way to many not have unfair advantage, say another president was elected, would they stay in the house? First of all state house is a mult-tribal dominated organization.

I have read this article and some of the responses. All i can say is God is watching us. If what the president has done is wrong he will judge him accordingly. But for the ones who insulted him that is absurd style up and let us appreciate the peace we have. At least we can start up a business and earn some money because the enviroment is conducive. Let us not be bothered by what others have because we are all destined for one thing the grave. And no matter what you have or do not have you are buried with nothing. How do we categorise a president in the 21st century when countries are moving away from dependency on foreign Aid (because these countries are facing economic difficulties themselves and are cutting Aid, for those of u chanting m7, uganda depends 50% ON F. AID), having been in power for 24 years, and a government endemic with such a high level of corruption fm top to bottom and much of this is quite open.
