Just like a neighbor can make policies in your household without your approval under the guise of I help you a lot. Foreigners should let Africa participate in formulating policies that affect it. I ahve to say  that I am really impressed by this article. Our country is moving forward from that pit it was in 1994 to where it's heading now. We have a great president and a wonderful population. but a little correction I am sure that Triberg Rujugiro is no longer a member of the PAC, the reasons being that he is being detained for money laundering and non payment of taxes which our President can not tolerate.

If kagame desires foreign advisors, he maybe has a legitimate reason to do so. A country like Uganda has hundreds of indigenous presidential advisors,but what have the accomplished hitherto? African advisors are out of touch with their sorrounding and can therefore not give any constructive advice or critism. 			<description>President Kagame is sticking to PROFESSIONALISM in all sectors: Social Security, Health and Education. The strong institutions being built through professional ethics is rapidly propelling Rwanda to acheiving the MDG. Soft Security (provision of quality services to the people) is better than Hard Security (massive recruitment and deployment of forces, purchases of mil hardwares, ...). The largely unprofessional and corrupt environment in Uganda today is being modelled by lack of professionalism (belief in and follow of organisations' doctrine). These doctrines are normally developed based on centuries of experiences e.g. military doctrine that defines an army's fighting power are based on long experience. Ugandan Forces (UPDF, UPF &amp; UPS) must look critically on the issue of progression of its officers, men and women. Otherwise, there is total unprofessionalism in the way personalities have been promoted; which leaves lots of frustrations in the forces. Kyanda escalated the problem. The president should revamp all current rotten organisations and question their corresponding heads why they conduct themselves unprofessionally 24/7 esp on personnel management and procurements. They are squarely responsible for the opinion polls on corruption and democracy in Uganda today. We must build strong institutions based on merit and Uganda will be restarted on the path towards achieving the MDG for the people. Thank you. - Max Mike</description>

			<description>Rwanda can easily make a break-through into the class of emerging economies. With her committed and forward-looking top leadership, she is definitely going to set an unprecedented example of a viable African economy.

It is short-sighted for somebody to look at individuals as Imperialists! Or not to see that Rwanda is among the very small number of stable African countries at the moment, not withstanding the limited numbers of die-hard genocidaires still outside her borders. 

As only a small example, where else in Africa is every citizen's healthcare ensured in what is called &quot;Mutuelles de Sante&quot;? Clean water, free education, malaria eradication, free AIDS drugs, etc., etc, for every citizen?

			<description>First things first. Rwanda's major challenge is security. For as long as a big fraction of the country's population keeps in exile, all investments made inside the country remain vulnerable. Most of the infrastructure now coming up in the country is just a replacement of what existed in pre-genocide times. Whoever divided Rwanda was a scoundrel whose legacy all foward looking people must seek to overturn. As for using white advisors, there isn't much about it apart from inferiority complex. Otherwise, Rwanda has enough people to act as presidential advisors if its citizens agreed to work together. - Giraffe</description>
