			<description>The article uses alot of acronyms and initials without bothering to explain what they mean. For example what does HLTF and MEACA mean? There are also alot of spelling and gramatical errors. In all the article does give quite abit of information but in a rather technical sense. Nevertheless the article did ask the right questions. - François</description>
