Whether you create numerous institutions or not or design the best laws, once you don't have a strong corrupt free leadership that has zero tolerance for corruption, you will always have corruption in procurement. Unfortunately this country has been cursed to have a leadership that glorifies corruption. Leadership is everything and that's where effort should be focused. The bigger picture which I think Mwenda is trying to tell us to look at is no more than Suruma being recognised as the best finance minister this side of the universe for 2008, which is the same period of the Temangalo saga. The small picture is his suggestion that the task of improving the procurement process is to sack Suruma. In my book there is evil and there is EVIL and Mwenda's proposal to have had Suruma sacked is clearly the latter, if not just plain BONKERS!
