			<description>I think Mwenda is right to claim that ,DR Congo is a dysfunctional state.

Any one who has been to DRC ,will realise that Congolese sovereignty covers only small pockets of that gigantic state.

Guys in Kishaasha and few Cities are still living in Mubotusim era where the Congolese still fend for themselves in terms of security and social services.

Dogs of war still ranging from miners,militias both foreign and local and war loads operate freely as if the country belongs to nobody.

talk of the National roads,railways and other cheap means of Communication,there's nothing of the sort.

DRC need  Neighbors like Uganda and  Rwanda that know and have wide experience of  molding  a dysfunctional states back its feet. - Bwogi Buyera</description>

			<description>I used to think that Educated African and journalist like you can change the future of Africa. But your article has made me realize how wrong I am. 
Can you explain to me why Kabila became the president of Congo? Can you explain to me why Utus living in Congo can not go back to Rwanda? As for Ugranda, how come Konyi is at large after such a long time? Isn't he being used as a proxy?

--Establish a regional impartial security body to organise the vulnerable masses in DRC to resisit the killers.
--Lets think, plan and strategise localy for the local problems..
The perpetrators of this all are far from the troubled areas of DRC &amp; Northern Uganda..
LETS TALK PEACE AND MEAN PEACE.
For me peace is if only I was left alone to grow my MAIDO and pay some small tax to enable me get some free medication when I AM sick..
-I am happy to die tilling my land left by my great parents to sustain my local economy..
MY GOD BRING PEACE &amp; SANITY TO THE HEARTS OF THE RICH PERPETRATORS WHO CANNOT GET ENOUGH AND WILL NEVER FEEL TO HAVE ENOUGH..

			<description>Andrew you have made some fair comments on the stateless teritories but you left me remotely feeling that there is a discourse you are trying to streamline in the public domain.
--Its not like you to play within the hands of the greedy few but some of your lines have betrayed you.
--Andrew you sound as if that you have ligitimised invasion another state as long as the loot is used wisely. As cited in the example of RWANDA.
-But is it right to justify the wrong on historical experiences in Europe??
--Even if there was some sense in your opinion how could this be sold to majority who feel invaded and looted..
--Are you not in the long run sowing the seeds of revenge....like in GAZA..

I was of the view that we could use other means to create capacity for DRC as opposed to invading it to kill off the lebels and then occupy permanantly.
One way is stop the KAMIKAZE ways that create the lebels in the first place..
