			<description>This is a good piece of investigative journalism. It looks like M7 is running out of the only  goodie ie land, to help those that consider  risking their money in Uganda.
All other incetives that would help like a well run public service sector, controlled corruption, reliable electricity, water, a productive work force, roads, a clear legal and policy regime are all out of reach of his pathetic regime.
Even those with some money , most of which is stolen from the govt will soon learn that they need the above to protect what they have robbed. - Waks</description>
