It looks like M7 is running out of the only goodie ie land, to help those that consider risking their money in Uganda. All other incetives that would help like a well run public service sector, controlled corruption, reliable electricity, water, a productive work force, roads, a clear legal and policy regime are all out of reach of his pathetic regime.
