The criminalisation now fostered by a dominant victimisation and punitive streak in Uganda's current morality peddlers will definitely generate a lot of heat, but no light. 			<description>I do not know how Dr Jesse Kazimba of the AIDS Commission hopes to invoke more fear (and stigma?)about HIV/AIDS than already exists. Fear is not what you need to instill. What you need is information and awareness and creating a culture of responsibility. Issues around the spread of HIV are complex and cannot be solved by punitive approaches. Is there a relationship, for instance, between the rising levels of HIV infection (which had declined) and increased poverty in the population? And if doctors are under an obligation to tell, how will this affect  the doctor patient relationship? - Rev Amos Kasibante</description>
