Fear is not what you need to instill. What you need is information and awareness and creating a culture of responsibility. Issues around the spread of HIV are complex and cannot be solved by punitive approaches. Is there a relationship, for instance, between the rising levels of HIV infection (which had declined) and increased poverty in the population?
