Roland your concern is justifiable and so is the solution from Rustam a viable one but the greater concern one my part is how to ensure that one has no more than one unique identifier.
And what will this unique identifier look like ensuring that each person has no more than one identifier.

			<description>The main challenge i foresee is how these poor Ugandans will be identified.

Uganda's development and take off has been hindered by the simple failure of population identification. Amongest all the projects uganda has handled, though many failed, why not issue Ugandans a NATIONAL IDENTITY.  We have been denied identity and this is why we have no right to access such great opportunities. 

Many African Countries can identify their citizens, but, only uganda. Then Who will benefit from this project? any person that will be in Uganda, exclusive of poor Ugandans.
