My point is if there can be considerable capacity buiklding in terms of skills development for local revenue and administration, awareness of the local people and but ofcourse not limited toinfrastructure development - there would be great sense. think of the squabbles in the new districts, the meagre revenues of did I notice a mere 6 m per year! lets think twice and thrice too.
