			<description>It would be NO problem with the fact that the creation of new districts decongests the central governemnt occupation with this and that, and promote participation of the local populace in their own affairs; the only problem arises when there is no rational consideration  at the time the disttrict is being thought of. My point is if there can be considerable capacity buiklding in terms of skills development for local revenue and administration, awareness of the local people and but ofcourse not limited toinfrastructure development - there would be great sense. think of the squabbles in the new districts, the meagre revenues of did I notice a mere 6 m per year! lets think twice and thrice too.
